Haiti - Politic : Effective strengthening of delegations and vice delegations
Thursday morning was opened at Club Indigo, on the coast Arcadins, the first day of the Symposium for delegates and vice delegates, organized by the Ministry of Interior and Territorial Communities (MICT). About fifty delegates and Vice Delegates, Representatives of Institutions partners of MICT, such as the U.S. Agency for International Development (USAID), LOKAL +, Minustah, the French Cooperation, took part in the symposium launched by the Engineer Hertz Obas, the CEO of MICT.

In his speech for the occasion, Mr. Obas indicated that the Ministry of the Interior intended to give itself ways and means to work towards the strengthening of vice delegations, through the formation of Vice-delegates, hence the necessity of this symposium "[...] Following the audit performed in 2012, having allowed to assess at the level structural, organizational, technical and financial the Vice delegations, the Directorate of Local Authorities of the MICT included in its action plan, a series of activities that should come in support to the delegations and vice delegations," which also reminded delegates of the Government present, that according to the decree of May 17, 1990, they must ensure the proper functioning of institutions in their arrondissements in accordance with the powers and their role as representatives of the Executive.

In his presentation speech, Jean Wagner Guillaume, Representative of the Minustah provided an overview of the historical evolution of the concept of sub-prefecture to the Vice-delegation and a inventory of Vice delegations, highlighting certain weaknesses and obstacles to their effective functioning, citing as an example the housing problem affecting the majority of the 42 vice-delegations. Mr. Guillaume stated that the Ministry of the Interior was aware of the situation and worked with its partners, under the leadership and willingness of the Government, to the effective strengthening of delegations and vice delegations.
