Haiti - Elections : Resumption of activities in CTCEP
Emmanuel Ménard, President of the Transitional College of the Permanent Electoral Council (CTCEP) in its information note #8 informs us that following the publication of the Electoral Act, it was decided to reopen the inscriptions for the positions in Communal Electoral Offices (BEC) and Departmental Electoral Offices (BED) to enable wider participation of the population. Recall that in the pre-electoral calendar of CTCEP this activity should take place from 13 to 21 October 2013...

Moreover, CTCEP inform political parties and groups that registration are continuing normally at headquarters of the in CEP in Pétion-Ville [Although the deadline for the registration had been initially set at 31 October 2013, in the pre-electoral calendar]...

Application requirements and criteria of competence required (BED, BEC) :

  • Being of Haitian nationality ;
  • Be the holder of the CIN;
  • Resident for at least 3 years in the City or the Department of BEC or BED for which the candidate applies ;
  • Be of good conduct and have no criminal record ;
  • Enjoy his civil and political rights ;
  • For BED hold a Diploma from a recognized Higher Education institution and have 3 years experience in public or private administration to a position of responsibility ;
  • For BEC be the holder of BAC 2 and have 2 years experience in public or private administration to a position of responsibility ;
  • Havinh 25 years of age for the BEC and 30 years of age for BED ;
  • Master oral and written Creole and French;
  • Have basic computer skills;
  • Be the holder of a driving license for applicants to BED ;
  • Be in good standing with the tax authorities under the provisions of Article 52-1 of the amended Constitution;
  • Experience in electoral administration.

Documents to submit when filing the application :

  • A letter of application stating the candidate's motivations and the competition in which he postulates ;
  • Copy of the CIN ;
  • Curriculum Vitae updated ;
  • Proof of residence ;
  • Certificate of good conduct issued by the Justice of the Peace of the City or the Registry of the Court of First Instance of the jurisdiction of residence ;
  • A certificate issued by the DCPJ on the criminal record of candidate ;
  • Certified copies of diplomas and evidence of professional experience required ;
  • Copy of driver's license if applicable ;
  • Proof of payment of tax charges ;
  • Any other document attesting professional qualifications of the candidate.

It invites interested parties to complete the necessary formalities on the premises of the CEP located in Delmas 38, to the working days and hours until Monday, January 7, 2014.

Selection Process :
Candidates allowed to compete will undergo a written test. The eligible candidates after the written test will be invited to an oral interview, after which the selection board will establish the list of candidates.

Success in the competition confers no right to occupy a position in the BEC or BED. CTCEP determine the functions to be occupied by candidates selected.

Pursuant to Article 17.1 of the Constitution, recruitment will guarantee female representation at least 30% in the BEC and BED.
