Haiti - Economy : Key handover for the new offices for the DGI and AGD
Wednesday, the Ministry of Economy and Finance proceeded to the delivery of key of new offices for the Directorate General of Taxes (DGI) and the General Administration of Customs (AGD), to the former premises of the National Bank of Paris located in the corner of Lamarre and John Brown.

This 7-storey building, which had been slightly damaged by the earthquake of January 2010, was repaired by the firm Overseas Engineering & Construction Corp.. LTDA. SA (OECC) through the funding of the Republic China (Taiwan) represented by its Ambassador Liu Bang Zi who took advantage of the event to reiterated the commitment of his country to support the Haitian government in its development projects.

The administrative building will house first, 4 entities of the DGI: Directorate of Small and Medium Enterprises (SMEs), the Directorate of NGOs, that of the Verification and the Unit Organisation and Method and secondly the Directorate of Designs of the AGD.

Ronald Décembre, the Secretary of State for Tax Reform, who represented Wilson Laleau, the Minister of Economy, expressed his gratitude to the Government of Taiwan whose support has allowed the realization of this project.



In his speech the Secretary of State declared "[...] The collection of taxes and fees is an exclusive prerogative devoted to the tax and customs administration [...] It is exercised over all persons passing through or living in Haiti or abroad provided that they have an economic interest in Haiti. As Secretary of State for Tax Reform, the mobilization of resources is a priority for me around revolve all interventions included in the Ministry's action plan.

The use of this new space will allow a management by category of targeted taxpayers, will increase efficiency and improve the quality of service to users . [...] With this new premises, the process of segmentation of the tax population will be able to continue. In this sense the new structure is organized to take care of the small and medium enterprises and has adequate space for the provision of these services.

The workspace is very important in the perception of Taxes. However, after Jan. 12 different services of customs and DGI were found crammed into small spaces, inconsistent with the quality of services to provide to taxpayers and personalized treatment to provide them. The use of these new facilities will will allow to organize a friendly space respecting ergonomic standards.

At the level of Strategic Framework for tax and customs reform, great importance is given to the use of new information technologies and communication. The tax administration should make good use of information in the management of taxes and fees. This building will allow to make significant advances in the use of New Technologies of Information and Communication (NTIC) since various collection procedures will be dematerialized.

I mentioned some purely financial benefits that will result in the use of the new administration building, I would be remiss not to also mention the symbolism of this action which represents the gradual recovery of the city center. Shortly, the immediate environment of the building will be completely revamped by the construction of parking for employees and taxpayers and the development of social spaces.

The offices to be established in this building will in the short termserve as a reference for the quality and timeliness of services provided. Benchmarks will be established for the provision of services. Employees, handpicked, must always bear in mind the principles of public service.

The mobilization of fiscal resources is part of a logic of financing the budget of the Republic and the local authorities. In the medium term, it will facilitate the recovery of the sovereign functions of the state by increasing the financial autonomy in the financing of the budget."
