Haiti - Politic : The West Department presents its specifications
Saturday at the Hotel Montana in Petionville, was held "The Forum of West on Public Policy" with the participation of members of civil society organizations from the 20 towns of this department.

During this forum, which has received technical and financial support of the Office of the United Nations for Human Rights and of Ministry of Planning and External Cooperation (MPCE), the organizers presented to state authorities, a specifications of 66 pages developed with the aim of mobilizing the obligations holders in order to place the human being at the center of public policy for human development through access to basic services.

These specifications, the result of five workshops on public policy, highlights the legal framework, diagnosis, sectoral policies, weaknesses and constraints. The originators of this paper make a plea for the right to food, education, health and an adequate standard of living.

In his remarks, Marie Carmelle Rose Anne Auguste, Minister Delegate for Human Rights and the Fight against Extreme Poverty, stressed the importance of citizen participation as one of the essential principles of the integrated approach to the social development. She called for the involvement of civil society actors in both the "conceptual process, decision making as to the implementation of social development projects [...] The inclusion and participation of the population in public life are essential preconditions for democracy. This implies that citizens have the ability to organize themselves to defend their interests and those of the nation, to invite the government to meet their needs."

The Minister believes that it is today necessary to "get out of the conventional scheme where everything is offered by the managers of governance without involving citizens and organized groups." According to her, the citizen consultations have not only the ability to bring together different actors around common goals but also to facilitate the emergence of shared proposals between all stakeholders for the implementation and strengthening of participatory approaches.

Carl Alexander, Deputy Special Representative of the Secretary-General of the United Nations in Haiti, said that the Forum is a space for dialogue between civil society, the public and the authorities of the State.

Sony Prophète, the Representative of the Delegation of the West, also praised the level of citizen participation that led to the creation of this document. He pleaded in favor of the consideration of the recommendations made in the specifications.

The Senator of the West John Joël Joseph, the Deputy Grand-Goâve, Joseph Franck Laporte and the Mayor of Cabaret Antonio Joseph Guillaume all committed to follow this specification.

According to Senator of the West the confrontation of ideas plays an important role in the process of public policy. While insisting on the potential of the Western Department, he said that economic growth is essential to solve the problems of social justice and called for the development of entrepreneurship and investment in research and university.

The various stakeholders in this forum have all wished that this specifications of the Department of the West, serves as compass in decision-making concerning the population.

Among the organizations of civil society who participated in the development of this specification include, among others : "Groupe 21", "Combite pour la Paix et le Développement", "Espoir des Femmes Haïtiennes" et "Réseau Flamme".
