Haiti - Politic : Towards a Central File of civil servants 09/02/2014 09:53:01 This initiative, which is part of the project of administrative reform and decentralization, plans to make available to the Haitian authorities, an inventory listing all public servants in order to make a better geographical distribution of public staff for local public services and an equal access for citizens. More than fifty Directors General of the public administration discussed around the technical aspects and the implementation of this system. During his speech, Uder Antoine especially emphasized on the importance of this project which will bring those responsible to have an interim report, an inventory of the staffing which will take account the geographical distribution, employee compensation and the structure in which they are assigned. To get there, Mr. Antoine believes that it is necessary to carry out to a general census of public servants "The census, which will start in March 2014, is a mechanism that will allow to better control of objectives (number, structure and costs) of the Public and a etter management of the issue of career (recruitment, promotion, compensation, training, retirement) [...] The OMRH must know and analyze the reality of public employment to feed the forward thinking ; evaluate the effectiveness of the public service in the implementation of public policies ; ensure compliance with the rights and obligations of public officials as established by the decree of 2005 on the general status of the public and ensure that all citizens of the Republic find near them effective public services, honest, dedicated and competent."
