Haiti - Politic : The Phase II of the Inter-Haitian dialogue will be difficult...
Representatives of political parties and President Michel Martelly gathered Tuesday at El Rancho, for the first day of Phase II of the Inter-Haitian dialogue, which takes place under the mediation of the Episcopal Conference of Haiti (CEH).

For two days, the Commission composed of 23 representatives from 48 political formations who participated in inter-Haitian dialogue https://www.haitilibre.com/en/news-10494-haiti-politic-phase-ii-of-the-inter-haitian-dialogue-a-week-at-high-risk.html will discuss with President Martelly and representatives of the Executive, about the consensuses found in Phase I, namely the replacement of the Transitional College of the Permanent Electoral Council (CTCEP) by a Provisional Electoral Council with new representatives, a Government of opening and the amendment of the Consititution, points on which the Executive would have to decide.

However "the dialogue" already looks difficult, parties have warned the Head of State against a possible rejection of consensus found among the political parties...

Jantel Joseph, President of the National Consortium of pro-government political parties, for its part considers that it would not be a dialogue, if the consensus found among the political parties, should be imposed on the Head of State...

For his part, Bamong the political parties, should be imposed on the Head of State of the CEH, His Bishop Aris CEH side, declqred thqt the diqloge has no reason to be if each party stands on its positions , hoping that the players  reach to sign an agreement.

In his introductory remarks, the President Martelly, accompanied by advisers and several members of his cabinet, welcomed the continued dialogue and expressed hope that this dialogue will lead to positive results for the people.

Positions, skepticism and threat...
Tuesday Dieuseul Simon Desras, addressing journalists in Parliament, was skeptical that this dialogue may enable to achieve the results expected "I do not think we're on the way" For him, political parties close to the power should not be sat around the table, a dialogue who according to him hould only take place between the executive and the opposition parties,
the other parties being observers...

Furthermore he said that the Senators could leave the "dialogue [...] if the list of judges of the Superior Court of Auditors and Administrative Disputes (CSC / CA) is not published in the newspaper Le Moniteur [...] This is also the position of the majority of senators. If the Head of State does not make this effort, our representatives bend luggage [...] Parliament's representatives will not affix their signatures on the final document that will be drawn at the end of the dialogue. We're clear on that." The SenqtorJohn Joël Joseph (INITE), Second Secretary of the Bureau of the Upper House abounds in the same direction saying "This dialogue will not lead to anything serious [...] Those who took part in the dialogue must agree that they have failed on several points [...] It is a matter of sharing the cake that is the agenda [...] the fundamental problems of the
country not interested political parties that took part in this Assize."

Former Senator Edmonde Supplice Beauzile of the Fusion of Social Democrats has indicated that she would continue to defend the position of political parties present at the first phase of the dialogue, stating "[...] we want another government and another credible CEP..."

For Pierre-Étienne, the Coordinator of the Organization of People in Struggle (OPL), the Head of State must understand that "CTCEP has no reqson to be since the players have agreed on the organization of a single election (combined) this year" https://www.haitilibre.com/en/news-10453-haiti-politic-a-compromise-for-the-elections-found-at-the-inter-haitian-dialogue.html , ensuring "there will be an agreement anyway, that the Head of State accepts or not to comply with the consensus found among different political parties."

On the side of Fanmi Lavalas, reiterated its position in favor of a change of Government and CTCEP, while stressing that Fanmi Lavalas intended neither participate in a Government or a Electoral Council.

As part of this inter-Haïtien dialogue, a third phase is planned which involves the Parliament and the Executive on the agreements reached, as long as there has been agreement during this Phase II...
