Haiti - Politic : Presentation of Special Plans at 27th Council of Government
Wednesday, the 27th Council of Government, chaired by the Prime Minister, Laurent Lamothe, was the occasion to present several special plans designed to provide in the short and medium term real change in the social and economic environment of Haiti and allow to fight effectively against misery and extreme poverty in the most vulnerable areas. Note that each plan has a coordinator who is responsible for ensuring sound management of funds and the strategy for implementation of projects.

Special Plan Ile-de-la-Tortue :
This plan led by Klaus Eberwein, Director General of Economic and Social Assistance Fund (FAES) includes: A public place in Marouge on the Ile de La Tortue, a playground for youth. Concrete actions will also be undertaken to enhance the tourism potential of the Ile-de-La-Tortue for the benefit of its inhabitants. The Minister of Tourism is in talks with Carnival Cruise, who has already made exploratory visits. Special Plan Ile-à-Vache :
Jean- Baptiste Clark Neptune, the Director General of the Directorate General of Taxes (DGI) will be in Ile-à-Vache Thursday to issue title deeds to residents. This special plan includes projects of social infrastructure and urban renewal. 3 projects will be inaugurated Friday, others are being implemented. Construction and dredging in Madan Bernard (work in progress). Construction of a scenic road East-West, Construction of an international airport (studies in progress). Fisheries and aquaculture for job creation (projects awaiting signature). Progress Report expected next Monday. The rehabilitation of mangroves, which represent 13% of the territory are very advanced. Strengthening of state presence on the Ile-à-Vache (installations are in progress). Stating that in the development plan of Ile-à-Vache, nobody will be left behind and that there will be no arbitrary displacement.

Special Plan Grand'Anse / Jérémie :
Ralph Théano, Minister Delegate in charge of relations with the Parliamentary introduced the special plan : The city streets are now illuminated. The port of Jérémie the country's longest (176 m), is under construction and will be ready in March 2015. 3 community restaurants will be built in poor neighborhoods, 5 more are under construction. The largest center of professional training of Haiti, in Jérémie will be ready in March 2014.
Construction of a 80 km stretch of road Cayes-Jérémie. New generators and repair of the EDH grid 5 computer labs will be installed in educational centers. Work for the renovation of Fort Lapointe, the beach of Anse d'Azur, are underway as construction of the Palace of Justice. $ 3 million is available for the construction of the airport of Jérémie. Special Plan Gonâve :
Marie Mimose Félix, Minister Delegate to the Prime Ministerresponsible for promoting the peasantry that drives this special plan recalled that five workshops were set up with the Islanders for the development of this plan, explaining that 34 million gourdes are allocated for the construction of a second lycée, an another is already under construction. Exploration of the possibilities of financing the fishing industry . Efforts are underway to rebuild the police station of Anse-à-Galet. Rehabilitation in operation order of the health centers (steps in progress). Short-term projects : 5 Community restaurants ; the Miinistry of Youth, Sports and Civic Action, will build two sports centers. The Secretariat of State for Vocational Training is committed to open a vocational training center in the medium term. The Minister recalled that the plan was still in draft stage and invited the people of Gonaives to continue to participate, in order to better identify priorities. Special Plan Bernagousse :
The National Social Assistance "Ede Pèp" program is currently active in this area in all its aspects to support families pending the implementation of the basic structures for the total transformation of the village. By July 2014, the whole village will be literate. A national school, a state-Civil office, a cultural center and many structures needed to make it a model village. The budget is about 8 million gourdes.

Special Plan Cité Soleil :
Charles Jean Jacques, Minister of Social Affairs and Labour presented the plan explained: two community nurseries will be built in the short term at a cost of 5 million gourdes (48 jobs). 15 literacy centers will be installed in the short term. Immediate Objective 40,000 beneficiaries. 10 new community restaurants and 4 community bakeries will be built by April 2014. Doubling production in the agricultural sector. Establishment of 4 computer labs of 24 computers each. Repair and installation of an additional 200 solar street lights. Priority to clearing of channels (A budget will be released for this purpose). A playground of 18 million gourdes will be built for young people. The most vulnerable areas will be equipped with few toilet blocks. The Health Centre will be strengthened and the Square fierté renewed.

Special Plan Port-de-Paix :
Lucien Francoeur, Secretary-General of the Primature explained different aspects of the plan: studies are underway for the construction of an airport. 3,000 children will receive free school under the Universal Schooling Program Free and Compulsory (PSUGO) with an objective of 15,000 children. New schools are under construction and also 7 km road9 infrastructure works are in progress. Studies for the construction of bridges and the rehabilitation of iron market (ongoing). A 1 Mw solar park will be installed in Port-de-Paix to improve the distribution of electricity in the city. The Ministry of Culture is committed to install a house of culture for the benefit of artists and artisans in Port-de-Paix. The Ministry of Interior is committed to providing additional streetlights for disadvantaged neighborhoods.
