Haiti - Economy : Doing Business 2014, ranking unchanged...
In the latest report Doing Business 2014 from the International Finance Corporation (IFC) and the World Bank (WB), Haiti is ranked 177th out of 189 (177th in 2013 see note), with a DTF (1) of 43.21% (42.57% in 2013) or a slight increase of 0.64%.

At the level of starting a Business ranking remains the same as in 2013, 187th. The number of procedures is 12 (Latin America and Caribbean 9 Organization for Economic Cooperation and Development (OECD) 9). Thecreation time is 97 days (36.1 Latin America and Caribbean, OECD 11.1).

At the level of granting of building permits (Dealing with Construction Permits), Haiti is ranked 141 (137 in 2013), with 9 procedures (Latin America and Caribbean 13, OECD 13) and a period of 1.129 days (
Latin America and the Caribbean 215.5, OECD 147.1)

At the level of Getting Electricity, Haiti is ranked 67 compared to 71 in 2013, with 4 procedures and a delay of 60 days.

At the level of transfer of ownership (Registering Property) the ranking remains stable 138th with 5 procedures and a delay of 312 days (Latin America and Caribbean 65, OECD 24.1), and 7.2% of the property value (Latin America and the Caribbean 6.0%, OECD 4.4%)

At the level of Getting Credit Haiti has lost 3 place from 162nd (2013) to 165th in 2014, with a Strength of legal rights index (0-10) to 3, Depth of credit information index (0-6) to 2.

At the level of Protecting Investors Haiti is ranked 170th (169 in 2013) with Extent of disclosure index (0-10) to 2, Extent of director liability index (0-10) to 3, Ease of shareholder suits index (0-10) to 4 and Strength of investor protection index (0-10) to 3.0(Latin America and the Caribbean 4.9, OECD 6.2)

At the level of Paying Taxes Haiti has declined from 128th in 2013 to 132nd in 2014 with a Profit tax to 23.8%, Labor tax and contributions 12.4%, Other taxes (%) to 4.3% and Total tax rate (% profit) 40.4%

At the level of Trading Across Borders no change compared to 2013 Haiti is ranked 151st, with 8 documents required to export a necessary export 33-day period (time to export), 10 documents needed to import and a necessary import 31-day period (time to import)(Latin America and Caribbean 19, OECD 10).

At the level of Enforcing Contracts Haiti is ranked 96th, against 95th in 2013 with a period of 530 days (Filing and service 30 days, Trial and judgment 320 days, Enforcement of judgment 180 days), Latin America and Caribbean 734, OECD 529), a Cost (% of claim) of 42.6% (Attorney cost (% of claim) 20%, Court cost (% of claim) 12.6%, Enforcement Cost (% of claim) 10%) and 35 procedures.

At the level of Resolving Insolvency Haiti ranked 189th as in 2013 because no new data were available.

Note that the Dominican Republic is ranked 117th, a decrease of 5 place in 2014. Remember also that many delays encountered in Haiti could not be reduced in the absence of the law on electronic signatures still awaiting ratification in Parliament...
