Friday at El Rancho, after more than one month of tense dialogue, Cardinal Chibly Langlois informed that President Michel Martelly, Senator Steven Benoit (mandated by the President of the Senate, absent due to travel [!]) and representatives of political parties had signed the agreement reached at the inter-Haitian dialogue, after some modifications to the original text. Some representatives of parties and groupings of parties signed the document on-reserve and Jacques Stevenson Timoléon, the President of the Lower House has postponed his signature "We will not sign a document tèt bese, without knowing its content. We will analyze the document with the Assembly of Deputies and after we will know if we will sign or not..." Note that before this statement to the press, the President of the Lower House had given the guarantee before the President Martelly, the Cardinal Chibly Langlois and other politicians, he will sign the agreement.

The President Martelly, signatory to the agreement for the executive, expressed his satisfaction "I congratulate the mediator who was able to lead to the end the dialogue because the situation was not easy [...] I congratulate the Parliament for its contribution in the process although there have been ups and downs [...] with the signature of this agreement, the cap is now on the upcoming elections, the first round will be held Oct. 26, 2014," stressing that he made ​​a lot of sacrifices by accepting 45 of the 47 points proposed to the Executive.

Senator Steven Benoit, also expressed his appreciation for the commitment of political leaders, who agreed to help solve the political problem of the country "This agreement is not perfect but it is a step towards change [...] It is an act of political responsibility, demonstration of patriotic consciousness and civic engagement," but regretted the absence of leaders of the opposition parties that have not participated in the dialogue or left the negotiating table in the way.



Cardinal Chibly Langlois, mediator throughout the process of dialogue welcomed the determination of those involved in the dialogue, who agreed to sign the agreement that will facilitate the out of the crisis "The dialogue has allowed us to grow [...] we came out stronger [...] There are no losers in the dialogue [...] there are only winners."

Although the text of the agreement was not available Friday for the press, it contains the following important points :

  • Transformation of Transitional College of the Permanent Electoral Council (CTCEP) in Provisional Electoral Council ;
  • Possibility for each power to change one of their three representatives to the Electoral Council ;
  • Realization of elections for two-thirds of the Senate, the Chamber of Deputies and local authorities ;
  • Amendement de la loi électorale ;
  • Formation of an opening government ;
  • Publications of all laws passed in Parliament pending whose objections deadline of the Executive is exceeded.

For the amendment of the electoral law the signatories of the agreement have provided in case of impossibility for any reason to hold the vote in Parliament of amendment of the articles of the electoral law, specified in the agreement, the current law will be applied.

After distribution of the signed agreement, the politicians and to the press, the stakeholders of this agreement will have ten days to do whatever it takes for the application of the terms of this agreement.

A committee consisting of representatives of the Executive, Parliament and political parties was established to monitor the agreement under the supervision of the CEH.
