Haiti - Economy : The Public-Private Partnerships, development levers 19/03/2014 14:30:42 However, PPPs remain largely unknown of public managers called to initiate infrastructure projects. Traditional forms of procurement (public tendering, financing the state budget or borrowing) are widely preferred and the potential benefits of the participation of the private sector in the implementation and management of infrastructure and utilities, remain largely underexploited. To this end, the Ministry of Economy and Finance in partnership with the International Finance Corporation (IFC) and the support of the World Bank (WB) recently organized a training seminar on PPPs. In his speech, Pierre Erold Etienne, the Director General of MEF, who represented the Minister Wilson Laleau the seminar told "[...] The Government considered that the PPP is an indispensable tool for the reform of public administration, as initiated over the past three years, to better meet social expectations. This seminar is part of activities to better make know to public officials this new funding strategy and management of infrastructure and public services and strengthen the institutional capacity of the State." Stressing that the PPP is a credible alternative for the strategic sectors such as infrastructure and sectors with high demand for resources, such as tourism, agriculture, health and education. The objective of this seminar was to enable public actors involved in the process of public procurement to better capture the PPP, in order to intensify their recourses in the context of the implementation of government projects .
