 Haiti - Politic : Challenges of the Framework Act on decentralization
As part of the implementation of the administrative reform of the state in its decentralization component, the Office of Management and Human Resources (OMRH), in partnership with the Ministry of the Interior and Territorial Communities MICT, have organized past week, a workshop on the challenges of the draft law on decentralization, to which actively participated senio executives of the public Service, the Delegate of the Northwest, several representatives of municipalities whose mayors of Petion-Ville, Carrefour and Kenscoff.

Aware of the requirements of the Constitution of March 1987 on the usefulness of administrative and financial autonomy of local authorities and the possibility that they can offer to the central government, the participants were unanimous in recognizing the importance of this proposed framework law, passed by the Senate April 11, 2013, and sent for ratification to the Chamber of Deputies.

Facilitate the appropriation of the proposed framework law by state authorities, identify potential barriers to the implementation of the framework law on decentralization and collect recommendations and relating in order to submit them to Parliament were the main objectives of this workshop.

In his remarks circumstances, Uder Antoine, the General Coordinator of the OMRH, stated, inter alia, that the decentralization will run at full speed when :

  • The Territorial Communities will really work ;
  • The competencies that are assigned to them, will be fully assumed ;
  • Constituents elect knowingly ;
  • Leaders know why they are elected ;
  • Elected benefit from the principle of legitimacy ;
  • The needs for human, financial and material resources will be met.


Speaking in turn, Senator Jocelerme Privert behind this legislation, explained the importance of the framework law, as well as changes that may result in the management of public affairs and the delimitation of the scope of intervention of the central government.

A report of the proceedings of this workshop will be submitted to Parliament shortly to the discretion of deputies, when they will focus on the ratification of the framework law on decentralization.
