Haiti - Education : Towards a National Pact on the Quality of Education
Michaëlle Jean, the UNESCO Special Envoy for Haiti, will assume, from April 7 to 11, in Port-au-Prince, the honorary presidency of the National Forum on Quality Education and Higher Education in Haiti, in the presence, in turn, of the President Michel Martelly, Prime Minister, Laurent Lamothe, and the new Minister of Education, Nesmy Manigat https://www.haitilibre.com/en/news-10876-haiti-politic-the-e-of-education-is-the-basis-for-the-future-of-the-country-dixit-nesmy-manigat.html

These assizes, placed under the coordination of the Ministry of National Education and Vocational Training, mobilize not only representatives of the educational environment, but all the public and private sectors of Haitian society, as well as national and international partners.

"The enthusiasm is amazing. We have seen it from March 31 to April 4 at regional consultations held by the departmental directorates of the Ministry of Education in the ten departments," declared Madame Jean "These consultations were attended by the citizens of all sectors, from all backgrounds: parents, teachers, students, principals of public and private sector, trade unions, university presidents, entrepreneurs, chambers trade and so on. This is a real national movement taking shape in favor of improving the conditions and quality of learning for pupils, also the capacity and skills of teachers and trainers in all schools."

Recall that in recent years, Haiti has made considerable efforts to facilitate the access of children to primary school, thanks to Universal Schooling Program, Free and Compulsory, the PSUGO introduced by the current government. The Haitian government now seeks to strengthen its administration, efficiency and reliability. The findings are quite alarming and show that it is time to worry about not only access to education, but quality control, governance and funding of the education system to ensure human development, economic and sustainable social development of Haiti.

These National assizes, which will be repeated every year, will lead to a reflection on the creation of a national observatory on the quality of education. This observatory would feed the Haitian government on measures to ensure a better quality at all levels of the school system. This major colloquium should also lead to a commitment of all actors of civil society, the world of education, the private sector and political parties, to a National Pact on quality of education and a collective Roadmap for the modernization of higher education in Haiti.

To the coordination committee of these Assizes beside of Ministry of Education is found the team of Council for Economic and Social Development. On the reflection side and on scientific term, are also part, the Conference of Rectors and Presidents of universities in Haiti, headed by Jean Vernet Henry Rector of the State University of Haiti (UEH), the Conference of Rectors and Presidents of universities Caribbean, chaired by the rector Jacky Lumarque of the Quisqueya University. Selected partners also took part in the process, such as UNESCO, the Agence universitaire de la Francophonie, the French Cooperation, the Group of Reflection and Action for a New Haiti (GRAHN) besides representatives of friends universities of France, Canada, the United States, the Caribbean, and the Kellogg Foundation, which provides funding for much of the work of these Assizes.
