Haiti - Politic : Launch of the National School of Administration and Public Policy
Wednesday at the Hotel Karibe, Prime Minister Laurent Lamothe in the presence of numerous personalities including Jean Stéphane Bernard, Representatives of the Government of Quebec and Gilles Rivard, Chargé d'affaires ai of Canada has launched the new National School of Administration and Public Policy (ENAPP) [destroyed in the earthquake of 2010], which received support from the governments of Canada and Quebec.

This institution provided for in the decree of 17 May 2005 on the Revision of the Statute of the General Public Servicehas for mission to ensure training and development of senior executives in the public service in order to give the country an administrative elite, requirement of a modern state.

In his intervention Gilles Rivard declared "[...] The state reform is a long process. Haiti's government has finally embarked on this road through its Framework Programme for State Reform (2013-2017) which aims to provide a modern and efficient public administration serving citizens. Through its strategic plan, the country is strengthening its capacity necessary to its sustainable development. Thus, the new ENAPP will be a cornerstone.

Canada fully supports the strengthening of state institutions in Haiti. For us, structures of strong and credible governance are essential to a development and sustainable growth. We are working through several projects of technical assistance made ​​by Haitian and Canadian experts that contribute to reinforcement of public institutions including education and health. The total value of these operational projects in institutional strengthening in Haiti is nearly 100 million. Canada is proud to contribute to the implementation of reforms in public management in Haiti, through the Project for the Strengthening Public Management (PARGEP) [...]"

On my policy statement to Parliament in May 2012: I said and committed, in the logic of the Strategic Plan of Development of Haiti (PSDH), to tackle resolutely me and my government, four major projects: the territorial construction, social construction, economic construction, and institutional construction.


The modernization of public administration remains a major axis of the implementation of the institutional site.

The government effectiveness is necessarily based on an efficient public administration capable of providing answers to the pressing needs of the Haitian population. The state reform is an absolute necessity to ensure good administrative governance of the country both at central and territorial level.

Consistent with these commitments, my government has worked tirelessly he create favorable conditions for the establishment of a civil service career, protected from the vagaries of politics.

My presence at this ceremony of Launching of the National School of Administration and Public Policy (ENAPP) wants to be a firm sign of the commitment of my government to provide the public administration of the tool necessary for the formation of high-level executives.

This school is provided in the Decree of 17 May 2005 revising the General Statute of the Civil Service. However, it had to be implemented. It is therefore to this task I set myself anxious to provide the country with all the tools to support our development project and our ambition for modern Haiti.

It is important to note that the establishment of ENAPP alone does not guarantee the strengthening of the Public Service. It must be accompanied by a set of other measures that should aim to provide public servants a real career and make more attractive Public Service for our young graduates. Availability of qualified human resources without proper frame may seriously jeopardize the reform project.

As part of the modernization of the Haitian Civil Service, the Government will also, via the OMRH (Office of Management and Human Resources), strategic coordination body under the Primature :

  • Establish the classification of public employment;
  • Realize the census of Officials of the Central State Administration ;
  • Maintain a central file ;
  • Establish a salary scale ;
  • Guarantee the seamless career development ;
  • Ensure individualized monitoring of public officials ;
  • Ensure fair and equitable access to the public service by organizing competitions and examinations ;
  • Ensure access to a decent retirement ;
  • Define the national training policy.


The reform of the public administration that we plan is of large sclae. It will take time to implement. However, it is irreversible, because the activities undertaken by my Government and the need for modernization of the Administration and the Public Service require us to resolutely forward.

This is an opportunity for me to emphasize our appreciation of the support of the governments of Canada, Quebec, and also ENAP Québec through the Project for the Strengthening Public Management (the PARGEP). Their help was invaluable in the context of the implementation of the ENAPP.

I also extend my thanks to all those who facilitated the realization of this great event in the history of the Haitian Government and Public Service. I thank the Honourable Michaëlle Jean, the director of ENAP, Nelson Michaud, Assistant Deputy Minister for Bilateral Affairs, Ministry of International Relations of the Government of Québec, Jean-Stéphane Bernard, who made ​​the trip especially for this event.

I wish long life to the ENNAP, a new institutional tool that will reinforce the government's efforts to equip Haiti of means of its ambitions in the long-term : reduce extreme poverty and become an emerging economy."


Note that Michaëlle Jean, the UNESCO Special Envoy to Haiti, could not be present at the ceremony, retained to the National Conference on Quality Education, Gilles Rivard read a short message of the Special Envoy "I want to congratulate all graduates of the ENAP of their sustained efforts, which assumed many sacrifices, but also an indomitable will. Haiti more than ever need their skills. Each and every one of them can drive the necessary change and make advance the country. I am very proud of them."
