Haiti - Education : Mixed results of the Operational Plan of Education (2010-2015)
The first day of the Assises Nationales on Quality Education in Haiti (8 to 11 April 2014) was particularly marked by the presentation of the balance sheet of the Operational Plan (OP), a strategic document for actions in the national education system for the period 2010-2015.

This evaluation allowed to appreciate the efforts made ​​over the last three years, also the way still to go before reaching the final balance to be established in the last year of implementation of this plan.

n his presentation, Bayard Lapommeray , the Director of the Planning Unit and Project Coordination at the Ministry of Education stressed that progress had been made among others in the regular collection, for four years, of school statistics; the development of the organizational framework of sector of vocational training; accreditation of schools, to allow by 2015, ll schools operating in the country re registered in the database of the Ministry, noting also that the development and implementation in 2014 of the new legal framework in this field was a progression. He also highlighted the results regarding: the professional development of education personnel; the definition of strategic guidelines for vocational training; children's schooling; investment increasingly important of the State, in the first two cycles of the fundamental; the efforts to reorganize the governance of the sub-sector of higher education; the reform of the State University of Haiti and the development of the network of public universities in the region (UPR).

Stressing that these positive points, should not obscure the operations related to certain areas of the OP who could start so far or stagnated, including: the conditions of employment of public actors in the educational chain; the delays to make available new renovated school programs; the difficulty associated with the effective participation of businesses in the definition and organization of training programs; the qualification of teachers of the first two cycles of the fundamental; the reduction of class repetition rates n the 2nd and 4th year fundamental; the manifest development of a national literacy program, etc...

Moreover, Bayard Lapommeray, highlighted the insignificant results of some indicators citing a non-exhaustive list: the revision of school programs that do not yet exist; the certification process of all secondary teachers struggling to be launched; the major increase in the budget of the sub-sector of the vocational training not yet been achieved; the establishment of thirty schools in special education throughout the country by 2015, which is expected; the increase in non-consensual public investment in non-public universities...

He noted that several reasons could explain the non-achievement of these objectives, the most important refers to the underfunding of the Operational Plan, which has received for its implementation than 15% of the amount disbursed, on the 4.3 billion U.S. dollars needed, shared between the Treasury budget (49%) technical and financial partners, NGOs (51%)...
