Haiti - Health : Results of the Evaluation of the Delivery of Health Care Services
The Ministry of Public Health and Population (MSPP) presented in the presence of Dr. Florence Duperval Guillaume, Minister of Health and representatives of major financial and technical partners of the Ministry, including Michel Russel, Head of Health of the U.S. Agency for International Development (USAID) and Patrick Ramanantoanina, the administrator of the office of the World Bank the results of the first survey diagnosing the health situation in the country's 10 departments entitled "Evaluation of the Delivery of Health Care Services" (EPSSS 2013).

According to the World Bank, this important survey of more than 350 pages, will allow the Haitian government, especially the MSPP, to better identify and target interventions.

For this survey teams of the EPSSS 2013 achieved on the ground, a census of all health institutions in Haiti. Of the 907 institutions surveyed, 905 responded to the survey questionnaires, a response rate of over 99%. The results of the investigation are presented by type of institution (hospital, health center with bed, without bed health center and clinic), sector (public, private nonprofit, private for-profit and mixed) and for the 10 departments of the country and the Metropolitan area.

Basic services :
Almost all health institutions (97%) provide services for the management of sexually transmitted infections (STIs), 94% offer infant curative and 92% of prenatal services. Nearly eight out of ten institutions (82%) offer any modern method of family planning, 71% of childhood immunization services and 66% services of growth monitoring. More than half of health care institutions (52%) offer all these services. The availability of all basic services is higher in public institutions (68%) and mixed (67%) than in the private non-profit institutions (30%) and private for-profit (29%). It is in the Metropolitan area that the availability of all services is lowest (35%) and it is in the department of Grande Anse it is highest (77%).

Service availability varies by type of institution. For example, the availability of infant curative services is higher in health centers with bed (98%) than in hospitals (87%). Six health centers without beds out of 10 (60%) provide services of growth monitoring, against 71% of clinics. Three-quarters of health centers with bed (77%) and clinics (76%) offer childhood immunization services, compared to 65% of hospitals and health centers without beds. The availability of modern family planning methods is lower in hospitals (69%) and is higher in clinics (90%). At least nine institutions out of 10 (91% to 97%) offer prenatal consultation services, except hospitals (84%). There is not much difference between the availability of STI services by type of institution.

Basic infrastructure :
The EPSSS checked the availability of basic infrastructure in all health institutions. The survey results show that in the vast majority of institutions, consultations may take place in secluded and discretion ( 92%). In addition, 79 % have an improved water source. Nearly two-thirds of institutions have regular electricity (65%) and about the same proportion of communication equipment (a fixed phone that works, a mobile phone of the institution that work, a personal cell phone that works and is supported by the institution, or transceiver shortwave radio available in the institution). ess than half of the institutions (46%) have toilets for patients and 33% a computer with internet. Only 22% of institutions have at all times an emergency transport. The availability of emergency transport varies depending on the type of institution, from 56% in hospitals and 11% in clinics. Similarly, the availability of emergency transport varies according to the department from a low of 11% in the Nord-West and North-East to a maximum of 33% in the Centre department.
