Haiti - Politic : Senator Desras asserts that Parliament is not linked to El Rancho agreement...

Otherwise, he said it could be in the obligation to apply Article 12 of the agreement which states : "In cases where amendments to the electoral law provided and proposed in the dialogue are not passed by the two branches of Parliament within the period prescribed in section eight (8) of this Agreement, the Parties recognize with the Provisional Electoral Council (CEP) the physical impossibility of applying Articles referred. Consequently, the Parties agree that the said articles are automatically on hold and the electoral body is allowed to override."

Reacting to this veiled threat, Senator Simon Dieuseul Desras declared "He can not apply Article 12 of the Agreement of El Rancho. The Senate, through this agreement, is only linked to the article on the holding of the first round of elections in October 2014. Other articles, including Article 12, do not concern us," adding "Parliament has not ratified the Agreement of El Rancho [...] Article 12, that not be imposed to Parliament."

Regarding the vote on amendments to the electoral law, the Senate President indicates that the official position of the upper house will be known on Tuesday after putting this issue on the agenda of a plenary session ingorant visibly the commitment made by Parliament (signature of both Houses) of Article 8 which states "Article 8: Electoral Law. The Parties agree on the appropriateness of amend the electoral law. A non-exhaustive list of items considered irritants as irritants is already available. The executive, legislative (House of Deputies and the Senate), the CEP and the Political Parties will ensure the implementation of this provision in a period not exceeding ten (10) working days after the signing of this Agreement."

According to Senator Desras the Transitional College of the Permanent Electoral Council (CTCEP) no longer exists, it is now important to create the Provisional Electoral Council. A position shared by the G6 who demand the dissolution of CTCEP and the establishment of a Provisional Electoral Council (CEP), in a form prescribed in Article 289 of the Constitution, a Board composed of representatives of nine sectors of national life, requirements contrary to the agreement El Rancho, which states : "Article 7 Institutional Framework. In addition, Senator Wetzner Polycarpe of G6amented the "bias" of Cardinal Chibly Langlois. Saying amazed of his penchant for the Head of State, he called the Cardinal not to be the "accomplice of the excesses of the Martelly government."

For his part, Cardinal Langlois called the different actors of El Rancho dialogue, to respect the commitments to help solve the crisis and confirmed that the Monitoring Committee will continue to work towards the fulfillment of this agreement.
