Haiti - Diaspora : Panels on the integration and active participation of the diaspora
Tuesday at the Royal Oasis, as part of the week of activities that take place from April 20 to 26, around the National Day of the Diaspora, several panels debated with an public mainly composed of members of the diaspora came from various countries : of the structuration of the Diaspora and the strengthening of Ministry of Haitians Living Abroad (MHAVE); of points of view of the diaspora vis-à-vis the amended Constitution and the vote of the diaspora ; of advanced of the integration of the diaspora in relation to the Constitution and the return book of the diaspora...

The panel of reflection on the structuration of the Diaspora and strengthening of MHAVE brought together personalities from the diaspora whose Ms. Dominique Desmangles of Switzerland, Dr. Pierre Paul Cadet of the Haitian Medical Association (AMH), Judge Lionel Jean Baptiste from Chicago (USA) and Edwin D'Haïti, who came from France, Representative of the Union Movement On the Haitian Diaspora for Haiti (MUDHAH).

According to Ms. Desmangles, who lives in Switzerland over the past twenty years, Haitian organizations are not really structured in his country, as well as NGOs, these organizations come to Haiti with their projects, regardless of the priority needs of the country. She is convinced that the Ministry has an important role to play in structuring and assist associations to strengthen their ties and serve as an interlocutor between Haitians in the diaspora and those of Haiti. To this end, she suggests :

a) The creation of an antenna to value the services of the diaspora;
b) The reactivation of knowledge transfer project TOKTEN (Transfer of Knowledge Trough Expatriate Nationals) initiated by the United Nations Development Programme (UNDP) https://www.haitilibre.com/article-363-haiti-reconstruction-le-projet-tokten-sur-les-rails.html (in french) ;
c) The revitalization of the MHAVE internet platform;
d) The Proposal of a young component that allows the son of the diaspora, to explore rural Haiti through local tourism.

Dr. Pierre Paul Cadet, believes, for his part that the MHAVE must identify the competent human resources of the diaspora. Use of information technologies for the Ministry o be actively involved in the communities. He recommends to increase the number of Consulate in communities with a high density of Haitians.

For Judge Lionel Jean Baptiste of Chicago it is time to put together the diaspora "We need a representative in each Consulate to take the grievances of the Diaspora"

For his part Edwin d'Haïti is convinced that MHAVE is important for the Haitian communities abroad and "must serve to unify the diaspora organizations to influence policy decisions in Haiti."

The interveners on the vote of the diaspora, including: Edwin d'Haïti, Judge Lionel Jean-Baptiste, Mr. Makhandal Champagne Magistrate of the State of New Jersey, Me Peter Helder Bernad, from Florida, Me Richard Champagne, President of the Haitian Lawyers Association of Florida, speak with one voice and demand all their civil and political rights, that will enable them among other things, to vote in elections, to participate in the management of public affairs. The amended Constitution recognizes multiple citizenship, it suffices to fulfill the necessary conditions for this vote.

Me Osner Févry, the only dissenting voice on the panel, warned his countrymen outside that integration must be carried out at several levels, first in the host country and then in the country. Regarding the vote of the diaspora, Me Févry advises compatriots to establish a High Commissioner of the diaspora to better enforce their rights.

In the panel on the progress of the integration of the diaspora, the Directors General of MHAVE, of the National Identification Office (ONI), National Archives of Haiti (ANH) informed on the process for obtain legal documents in Haiti. The National Identity Card (CIN), the birth registration documents, extracts Archives etc... Stressing that a committee has been established to facilitate access to documents of civil status to illegal immigrants in countries like the Dominican Republic , Bahamas, Turkey & Caicos Islands, Guyana etc...

On the other hand, ONI has promised to bring the National Identification Card (CIN) to members of the Diaspora in their host countries. An agreement was signed to this effect between the MHAVE, the Ministry of Foreign Affairs, ONI and the National Archives. CIN will allow Haitians abroad to vote in elections.

The panel book of the return of the diaspora, saw a group of young, most were born abroad, dazzle the audience with their enthusiasm, their commitment to Haiti, their economic success and their desire to contribute to the development of Haiti. They claim: they belong to the country because they believe in the project "pitit pitit peyi a avek nou", whose Monica Ricourt is the initiator. Other young among them, Esperanza Strezar, Léana Archer, Carl Henry Pericles, Carla Beauvais, Clifford Barron invested their skills and expertise in various fields of activities.
