Note that since January 2014, direct U.S. financial assistance to the Haitian Government (approximately $ 300M), is conditional on electoral process.
Indeed, the U.S. Congress Appropriations bill passed in January for Haiti (pages 1333 and 1334) states the following :
"None of the funds appropriated by this Act may be made available for assistance for the central Government of Haiti until the Secretary of State (of the United States of America) certifies to the Committees on Appropriations (of the United States Congress) that Haiti is taking steps to hold free and fair parliamentary elections and to seat a new Haitian Parliament."
