Haiti - Politic : The Saga of the agreement El Rancho continues...
Reacting to the statements of Senator Jean-Baptiste Bien-Aimé member of G6 [6 Senators who are opposed to the mendment of the electoral law : Jean-Baptiste Bien-Aîmé (North East), Jean-Charles Moïse (North), Francky Exius (Sud), Westner Polycarpe (North), John Joël Joseph (West) and Jean William Jeanty (Nippes)] who affirmed that the government was illegal, based on the Presidential Decree of 2 April establishing the government of opening and efficiency, which states that "the Cabinet of Ministers resigned" [including the Prime Minister] instead to indicate according to him, that some ministers have resigned, https://www.haitilibre.com/en/news-11007-haiti-politic-an-opposition-very-inventive.html Me. Michel Pierre Brunache, Spokesman of the Prime Minister, Laurent Lamothe deplored the bad faith of parliamentarians and recalled that the Haitian Constitution establishes a difference between the Prime Minister and his ministerial cabinet, asking the parliamentarians to refer to old decrees of cabinet reshuffle to observe the dedicated use of the words "Given the resignation of the ministerial cabinet..." which previously has never been a problem, expressing his conviction that these attacks "come from those who are afraid of elections."

Senator Jean-Baptiste Bien-Aimé, held to recalls that the G6 whose he's memeber, has always been in favor of elections in the country, but continues to condition the vote of amendments to the electoral law to the establishment prior of a Provisional Electoral Council (CEP) in accordance with Article 289 of the Constitution, refusing to comply with the agreement signed by the Senate in El Rancho agreement in Article 7: "Institutional framework: The Parties agree that the Transitional College of the Permanent Electoral Council (CTCEP) be renamed the Provisional Electoral Council (CEP). Each of the three branches of government, namely the Executive, the Legislature and the Judiciary may, after evaluation proceed to the withdrawal of one of its members and provide a replacement within a period not exceeding ten (10) days after the signing of this Agreement. The executive, legislature and judiciary are responsible for the implementation of this Article 7."

Under the pressure of the G6 Simon Dieuseul Desras, President of the Senate sent a letter to the President Martelly to try to convince him to establish a new CEP composed of 9 members, trying to justify his position by explaining the need to have a "organization, inspiring full confidence," accusing CTCEP of some doubtful and conflicting measures bordering on partisanship and suspicious allegiances... Forgetting probably that the CTCEP is composed of 9 members appointed by the 3 independent power and not by the Executive.

Senator Desras states that "If the contacts and negotiations are conducted with good will, speed and method, it does not take more than a week to form the Provisional Electoral Council of consensus and trust." As if the appointment of 9 representative coming from the Federation of Law Societies of Haiti, the Superior Council of the Judiciary, the Senate of the Republic, the Chamber of Deputies, the Executive Power, Media, the State University of Haiti, human rights sector and the various women's organizations could do and be ratified in 7 days ! Note that since April 2, end of 10 days, provided in the Agreement El Rancho, the Senate has not advanced one step in its commitment...
