Haiti - Politic : The Senator Desras buried the agreement El Rancho and democracy...

Among the arguments put forward by the President of the Senate include: the caducity of the Transitional College of the Permanent Electoral Council (CTCEP), which imposes a new Provisional Electoral Council; non-compliance with the El Rancho agreement because that CEP retains virtually all members of CTCEP; the presence of George Simon and Marie Cluny Dumay Miracle, two representatives of Parliament in CEP, stating that he never signed a document authorizing their presence in the Electoral Council and the introductionwithout his knowledge, of Article 12 in the text of the agreement El Rancho signed by Senator Steven Benoit, duly authorized by the President of the Senate...

What are exactly these arguments :

The caducity of the CTECP imposes a new CEP :
The caducity of the CTCEP is primarily an expression of political opposition which is not confirmed in the fact by a formal legal act. Remember that it is clearly stated in the agreement El Rancho in Article 7: "The Parties agree that the Transitional College of the Permanent Electoral Council (CTCEP) be renamed the Provisional Electoral Council (CEP)," a simple change in name and not a change of institution.

The presence of two representatives of parliament, unauthorized :
The CTCEP never having been dissolved, these two representatives are those originally authorized by the National Assembly and does not require additional authorization.

Article 12 was introduced without his knowledge :
This statement has been denied repeatedly by the parties of the Agreement El Rancho, which confirmed that this item had been debated over several days and the content projected on the big screen, no one could ignore the existence before and during the signing.

CEP members are the same as those of CTCEP :
The agreement stipulates El Rancho in Article 7 "The Parties agree that the Transitional College of the Permanent Electoral Council (CTCEP) be renamed Provisional Electoral Council (CEP). Each of the three branches of government, namely the Executive, the Legislature and the Judiciary may proceed, after evaluation to the withdrawal of up to one of its members and provide a replacement within a period not exceeding ten (10) days after the signing of this Agreement." It should be noted that the Executive has exercised this article and replaced one of its representatives, but that neither the Legislature nor the Judiciary has not seen fit to change...

Moreover, by this statement, Senator Desras denies the commitments signed by the Parliament "All Parties signatories and each undertake to respect and implement, on what its is concerned, this Agreement in whole and in all its parts." Note that the Episcopal Conference of Haiti (CEH), the mediating body of inter-Haitian dialogue had already confirmed shortly after the signing of this agreement and at the early challenges that Parliament had been one of the parties to this agreement.
