According to Mr. Parison "Haitian authorities have no valid excuse to justify the absence of issuance of Haitian passports in Dominican territory [...] Haitian migrants in the Dominican territory have the right to identity documents. I find it unacceptable that they are treated like poor parents, while 56% of Haitian passports issued abroad are for this community." Mr. Parison criticized the fact that all application files for Haitian passports products outside the country are sent to the Embassy of Haiti in Washington, which is the only entity issuing Haitian passports abroad according to him "This way of acting, slow the delivery time of passports, which can be estimated to two or three months." Edwin Parison urged the Haitian government to revise the passport issuance process, to make it more accessible. Nearly 6,000 people had only some documents and the rest of the applicants had no document to present, revealed José Ramón Fadul, the Minister of the Interior and the Dominican police.
