Haiti - Telecommunications: The Conatel call to order the Digicel 16/07/2014 09:29:36 "The Executive Body of the National Council of Telecommunications (CONATEL) notes the interruption of certain services and Internet applications on the network of the operator Digicel, more specifically applications offering voice calls over Internet, VoIP. CONATEL fully understands the need for operators to take certain measures to protect their investment and prevent the dangers of fraudulent telephone traffic associated with VoIP. However, CONATEL remind everyone - in accordance with Articles 3, 4, 20 and 79 of the Decree of 12 October 1977 granting the monopoly of telecommunications services to the Haitian State and Article 7, paragraph g of the Decree of 10 June 1987 redefining its mission - that it returns to its Executive Body the prerogative to determine, by regulation, the circumstances and conditions in which applications or telecommunications services may be suspended or suppressed. The Executive Body of CONATEL required Digicel, to take the necessary steps to ensure that all services and applications of the Internet suspended, with the exception of applications using a local number as an identifier be restored without delay pending a final solution to the problems raised. CONATEL will continue to evaluate the situation of VoIP communications companies unlicensed on the haitian territory and will inform the public of regulatory measures taken."
