Haiti - Politic : In Miami, the Government makes commitments for the diaspora
On Saturday, President Michel Martelly and Prime Minister Laurent Lamothe officially launched in North Miami, the 9th edition of the program of dialog and of proximity with the population, "Gouvènman an lakay ou". President Martelly welcomed the contribution of the diaspora to the national economy as well as its leading role in the development of the country. The Prime Minister stressed the importance of migrant remittances, which represents nearly 20% of Haiti's GDP.

The Head of State recalled some of the major achievements of the government including: the construction of 12 sports centers; the 18% increase in the number of tourists; the progress made under the Universal Schooling Program, Free and Compulsory (PSUGO), which allowed to more than one million children go to school. Moreover, the government announced in the context of strengthening the standardization and quality of our educational system, that it had decided to establish a certification system for teachers where each teacher must hold a license to teach. The audience applauded the achievements in the education of our children which is an investment in the future of the country.



Also during this 9th edition, the Government has spent instructions and made commitments for the benefit of the diaspora, among others :

  • The Prime Minister asked the Diaspora to choose a representative, which will remain in contact with the Government and requested that be organized a congress of the diaspora to work on priority issues concerning inter alia: land, customs clearance, security and dual nationality.

  • Instructions have been passed to the Director of Customs in order that he take all steps to create a special window for the diaspora. In addition, from August, the Directorate General of Customs (AGD) will put in place a structure to receive all the grievances of the diaspora. The Director General announced that he would extend this structure in consulates so that members of the diaspora to know how much tax they have to pay, what are the procedures to be followed and what documents must accompany their goods for customs clearance may be done in good conditions.

  • The Minister of Justice is committed to enforcing and ensuring all properties and will take all necessary measures.

  • The Ministry of Haitians Living Abroad (MHAVE) will set up an office of complaint for the diaspora.

  • Archival fee will be reduced from 170 dollars to 100 dollars.

  • The Haitian consulates should open from 8:00 to 6:00 p.m. Monday to Friday and are open on Saturday from 9:00 to 2:00 p.m. and have home service for people. In addition, all Consuls should be involved in the Monitoring Committee of the decisions and commitment taken in this 9th edition of the program "Gouvènman an Lakay ou"

Specific issues have attracted the attention of Gouevrnement include :

The case of the mother Anestesia, incarcerated in the prison of Petionville for 13 months. The Prime Minister asked the Minister of Justice to monitor this issue and that all necessary steps are taken to find out what happens and solve the problem of the mother.

It was requested that the Secretary of State for Planning and the new Director General of Planning, Giovanni Dorélien take more information about the person who made an application for posts and wires to put power in the municipality of Grand Boucan neighborhood Lèba (Department of Nippes)

Under the monitoring of file complaints on land issues that Nicole Prospère, Yvrose Bienvenue, Roselyne Philippe and Jacques Respect have addressed, the Prime Minister asked the Director General of the DGI to make a meeting with them to see how it can help them solve the problem they confront.
