This implies first of all to concentrate all efforts available on the eradication of illiteracy in a reasonably short time. During my visit, the authorities have told me that there was a campaign running for literate 450,000 people over two years. The same authorities have informed me that the illiterate population in Haiti consisted of about three and a half million people. This literacy campaign is made in Creole and does not take into account the other official language, French. Without neglecting the importance of the current campaign, it should be noted that at this rate and without taking into account the population growth in the future, the eradication of illiteracy would take at least 15 years, after which the literate population would continue to be illiterate in French. Yet French is the language used for formal procedures, administrative as well as judicial and others. It must be know to ensure the realization of the rights of citizens in Haiti. Shock treatment for this problem should be based on a significant increase in human and economic resources for this purpose, to ensure a drastic reduction in the time required to literate all the illiterate population, including in French language.
