Haiti - Education : Renewal of the dialogue between the Ministry of Education and the unions
Tuesday Nesmy Manigat, the Minister of National Education and Vocational Training (MENFP) announced in a press conference that the social dialogue between the Ministry and the teachers unions is relaunched with the establishment of the multi-party commission which should provide the monitoring of decisions taken following the agreements already signed and those that result from discussions.

In his speech, the Minister welcomed the establishment of this Commission after four months of ongoing discussions with the two teachers union platforms. The mission of this Commission, is not only to solve the problems confronted by the sector, but also to reflect on the future of the education system and ensure the monitoring of decisions taken following the agreements already signed and those resulting of discussions between the MENFP and representatives of teachers' unions.

The Minister emphasized on the fact that the issue of education must involve all stakeholders, especially teachers, hence the importance of this Commission "called to reflect on topics related to the problems that hamper the proper functioning of Haitian school and not only on wages." He said see in the unions "motivated and committed partnersfor the rehabilitation of the Haitian school. Already, these partners are committed to a work plan and compliance with 925 hours of classes scheduled for the 2014-2015 school year."

For his part, Professor Josué Mérilien, Representative of the Haitian Platform educational organizations (PHOE), indicated the key role of the Commission in the monitoring and implementation of agreements already reached with the Ministry including that of May 13, 2014 between the PHOE and MENFP. Finally, the Minister Manigat indicated that some actions will be initiated in the next school year (September 8) noting that measures have been adopted by the Ministry for the progressive regularization of cases of teachers waiting. So after consultation with unions, MENFP decide to publish an initial list of teachers who will be formally integrate the system. This appointment that will continue, will take into account fundamentally of seniority and qualification.

To believe stakeholders, both on the state and the unions, the motto revolves around commitment and responsibility towards students, parents, teachers and more generally to the Haitian school, which must be not be a factory of failures but an institution of culture of success.
