"The Song of the Swan" editorial of Minister Hérivaux :

"In the Senate of the Republic plays a sad comedy that makes not laughing. A melodrama written with the ink of intransigence of the inflexibility and demagoguery. A small group of 6 Senators which on one hand show clearly, without the slightest embarrassment, their willingness to block the operation of the Grand Corps, and on the other hand doing everything to try to hijack democracy and our country.

150 days since the amendments to the electoral law were transmitted by the lower house to the Senate of the Republic. It is important to remember the speed and efficiency with which the deputies had looked at these items. 150 days, an eternity, a long waiting period where the bidding has totally taken over the Republican morality and sense of responsibility.

At this point it should be emphasized to the attention of informed observers three important elements of this sad drama:

1) The Honourable Senators in their vast majority want to work to reach the stage of the electoral law and move on.

2) The confinement of the group of 6 in dilatory, bad faith and irresponsibility blocks the normal functioning of the Grand Corps which became almost wobbly and therefore unproductive. The fact of ontinually boycott the quorum prevents the holding of meetings.

3) To date all appeals to an easing have not received any favorable response. This is the most complete indifference. Worse, recent statements by some members of this refractory group, rebellious, irreducible and irreducible

We had the right in recent weeks to outputs in the press some more appalling and dangerous than others. They speak of an early general election without the presence of the President of the Republic who nevertheless has a constitutional mandate. They talk of upheaval, of clean slate and other nonsense like that.

In short, we saw an almost surreal situation within a small fringe of the Senate of the Republic. These are the wildest fantasies, the most foolish statements, the most arsonists coming from all directions in defiance of common sense of elegance, political fairplay without any desire to respect the rules of democracy and consolidate the republican institutions.

It is the obsession of the chaos that unfortunately represents the main source of political motivation of these irreducible. They flee the contradictory debates which account for the very quintessence of the Parliamentary universe. They fear more than any electoral battle. Mired in their inconsistent and hollow attacks, all-out against the administration Martelly and Lamothe government, they isolate themselves inexorably from their constituents and the population who expected something else from them that this cynical propensity to the politics of the worst, disrespect and constant trampling of the commitments made and arabesques, those dire tormented acrobatics to evade their responsibilities.

The attitude of these six Senators is a terrible disappointment, a cruel disillusionment, disenchantment unbearable for Democrats of our country. They have failed to fulfill their contract vis-à-vis the people, democracy and self-determination. They have failed to rise to the height of their mission. Locked in their bubble and macabre projects to screw up the democratic process in Haiti, prisoners of their egos and blinded by the madness of power, they prefer to navigate in the murky waters of the destabilization instead of taking the beneficial ways of compromise of the agreement with the Executive, which alone can lead us to social peace, stability and progress.

The facts are there, the verdict is scathing. This group of 6 is a dismal failure that tried to lead in its fall an entire institution. It did not succeed. A large anomaly today undermines the senatorial institution. It requires a quick correction. The time of dilatory is exhausted. Democracy will in no way overcome by until boustisme or demagoguery. It is imperative to take all legal provisions and tap into the El Rancho Agreement signed by the Executive, Parliament and fifty highly representative of political parties, the Haitian political spectrum, to give a major boost to the electoral process.

And that the Administration Martelly and Lamothe Government have fully understood... The better for democracy, for the Republic, for the population.
