Haiti - Education : The Minister Manigat request the benefit of emergency for 3 bill
As part of the actions taken by the Government to reform the education sector, particularly of sub-sectors of the Training and Higher Education, Nesmy Manigat, the Minister of Education, personally handed Monday to the Chamber of Deputies, a letter requesting the benefit of emergency for the vote of Bills waiting, already submitted by the Executive :

Letter from Minister Manigat to he President of the Chamber of Deputies, Jacques Stevenson Thimoléon :

"Mr. President,

It was found by the competent services of the Ministry of National Education and Vocational Training Services (MENFP) that most institutions of higher education do not really qualify for delivering higher education diplomas. All things considered, the increase in private provision of higher education is done outside of a legal and regulatory framework.

The state, through its regulatory function and of control, has an obligation to put order in the sector to ensure young students a quality education, to enable the country to have sufficient executives to ensure its development while protecting the educational investment made by parents at the price of enormous sacrifices.

The authorities do not have, for now, a legislation to regulate the sector of higher education. But economic and social development can not happen without universities and research centers of quality.

Public Universities in Region (UPR) are just as easily without legal and regulatory framework. This situation a negative impact on the proper functioning of the UPR that are called in the proposed reforms to become academic referral centers underpinning the process of deconcentration and decentralization of the country.

Moreover, it is urgent that we can create statutes of research professors in our universities, diversify sources of funding for higher education institutions (IES) and rof the research, whether in the public or private sector. It is also urgent to establish in the IES of social services and academic works for the benefit of students.

In addition, Mr. President, it is important to encourage stakeholders of vocational training to produce the skills the national economy requires. Meanwhile, governments need to create the right conditions for people belonging to economically and socially disadvantaged groups may have the opportunity to train in order to pursue a trade and employment.

For this, it is mandatory to take all steps to modernize the governance of technical and vocational education and improve access, quality, efficiency and equity of the training offer.

Current market conditions and government policies in the field recommend a complete reorganization, urgently, of the vocational training system. It should be able to play its fundamental role of accompanying of economic and social development.

The government therefore needs legislation giving it legal provisions to start solving all the above problems. Let me remind you that the last piece of legislation on higher education is 53 years old and legislation on vocational training, for its part, 29. So we must act.

Mr. President,

Under section 119.1 of the amended Constitution, the Ministry of National Education and Vocational Training (MENFP) request the benefit of emergency for the vote on bills :

- Bill On Organisation, Operation and Modernization of Higher Education;
- Bill Organizing the National Agency for Higher Education and Scientific Research (ANESRS);
- Bill Reorganization and Modernization of Technical and Vocational Education.

I am waiting for your reaction to do so without delay the explanatory of these legal instruments in front the Honourable Members. The interest of the nation understood, requires the wisdom of Parliament by the vote of these three Bills.
