On Friday, as part of his participation in the 69th Ordinary Session of the General Assembly, the President Michel Martelly delivered a speech before the Nations of the world, that we invite you to share.

Speech by President Martelly at the UN :

"Mr. President of the General Assembly,
Mr. Secretary General,
Excellencies,
Ladies and Gentlemen,

Since its adoption in San Francisco, the international community has made the UN Charter, a true act of faith in the establishment of a new international order based on the ideals and values ​​that elevate human dignity, encouraging sustainable development and solidarity between peoples.

It is an honor for me to speak in front of this prestigious Assembly, called for nearly 70 years to address key issues related to justice, world peace and security.

I take this opportunity, Mr. President, to send you my warmest congratulations for your election as President of this Assembly.

Your proven experience of international issues and of UN system is a guarantee of successful work of this 69th session of the General Assembly. Be assured of the full cooperation of the Haitian delegation.

I salute the remarkable work of the Secretary General, Mr. Ban Ki-moon. I pay special tribute to him for his courage and commitment to the cause of peace worldwide.

While humanitarian crises, conflicts between states threaten the stability and security of the people, its leadership has demonstrated, once again, that there is always a way to resolve our differences through dialogue, understanding and respect mutual.

It is to this account that I encourage the United Nations to continue to support the good relations between the parties on both sides of the Taiwan Strait and the peaceful and constructive approaches to establish lasting peace in East Asia and East China Sea.

Us in the Caribbean, had chosen to take the path of dialogue with our eastern neighbor for the good of our two peoples and to preserve peace in the region.

We believe in the power of dialogue. We believe it is necessary to always engage in negotiation and productive discussions.

We readily agreed to put ourselves in the negotiating table with our friends in the Dominican Republic for lay down the real problems of mutual interest for the benefit of our two peoples, and resolve old half a century misunderstandings. We we rejoice that a certain number of agreements have been found on issues that have not always proved easy to solve. We hope to continue this trend for a better understanding between the two countries sharing the same island.

Mr. President,

Despite a challenging course, 70 years later, it is clear that this common project thatare the United Nations has lost none of its topicality and relevance.

At a time when outbreaks of international tension persist, the informed (forces éclairées) strengths of our planet must unite to preserve peace, democracy, stability, human rights and development.

In this context, according to the new realities of this century, Haiti argues strongly for concrete progress in the negotiations for UN reform, particularlyin regard to the enlargement of the Security Council to include new permanent members.

The example of inclusion must begin where the right to participation is a fundamental right expressed through the Charter of the United Nations.

Our voice counts. Our leadership as a responsible, must be expressed through concrete and tangible actions when peace, the health of our environment, the health of our people are threatened.

In this sense, I wish to pay tribute to our Cuban brothers, among other peoples of the world who have given their support to African countries affected by Ebola.

Ladies and gentlemen,

Whenever we have a moral responsibility to raise our voice against injustice wherever it may come, against fanaticism, to reject the repression and violence in all forms that are, to fight against discrimination and prejudices that hinder solidarity among peoples, we also have an obligation to recognize and encourage the efforts to unite people.

The legitimacy and credibility of the United Nations depends on its capacity to act rapidly and intervene effectively while recognizing the added value of each Member State. More than ever, it is necessary to address the problems pragmatically.

This constitutes an emergency in these times of political tensions observed on a global scale and of spread of some equally devastating diseases.

Also, the international community is trongly challenged by the resurgence, in a new form, of a brutal and fanatical international terrorism.

The United Nations remains to this day our best defense against these challenges with regard to the dignity of peoples in the participation and integration of all.

Mr. President,

Ladies and Gentlemen,

May I be allowed to present the situation in my country, the Republic of Haiti.

The Haitian people are at a critical turning point in his long walk in his pursuit of stability, democracy and progress towards the consolidation of democratic institutions put in place, there 27 years, with the adoption of the 1987 Constitution.

After more than two decades punctuated by disasters of all kinds, Haiti has made undeniable progress over the last three years in respect ,

- to the consolidation of democracy and the rule of law,

- to the strengthening of its institutions and the protection of human rights,

- to the reduction of poverty and,

- to laying the foundations for sustained growth and sustainable development.

We are aware that the road leading up to Haiti's socio-economic stability is still long. However obstacles, however powerful they may be, are not insurmountable :

In terms of security, the situation has improved to the point that Haiti has become one of the safest countries in the Caribbean. The Government has made great efforts to improve the skills of the Haiti National Police.

I reaffirm and maintain my position on the need for a gradual and orderly withdrawal of UN troops from Haitian soil. This process has already begun, along with the strengthening of the operational capacity of the National Police of Haiti that will allow it to take over from the MINUSTAH forces.

I take advantage to make a plea in favor of a better coordination of UN agencies with national institutions and taking into account the real needs of the country.

Educationally, 70% of students in the first two cycles of the Fundamental School receive free education. For the first time in Haiti, 5% of GDP is dedicated to education. Today, the net enrollment rate has increased significantly. We are working hard to reach the Millennium Development Goals (MDGs) set at 100%, in this matter, as you all know.


In the area of health, we have stepped up efforts to reduce the incidence of diseases such as AIDS, malaria and vector-borne diseases. The significant increase in health centers across the country has improved access to care and to reduce maternal and infant mortality. The maternal mortality fell from 350 per 100,000 live births to 157 per 100,000.

Through our Ministry of Health, we were able to build and rehabilitate more than 200 health facilities. And to strengthen governance in health, we are committed to provide continuous training of our health care professionals so they can provide better care and services.

Regarding the cholera, while assuming our duty to our citizens the Republic of Haiti calls for a decisive commitment of the Organization of the United Nations to contribute to the National Plan for the Eradication of Cholera.

Economically, major reforms have been put in place to improve the business environment. The increased flow of foreign capital and the number of tourists to visit our country, are tangible evidence of the improvement of the business climate in Haiti. We are resolutely focused on our objective of making Haiti an investment destination, not a humanitarian destination.

Politically, Haiti will achieve in the best delay, free, fair, and transparent elections, This is a necessary step. Democratic rules require it, and I will stand through the side of republican principles.

In my capacity as Head of State, guaranteeing the stability of institutions, I have spared no effort to find a consensus between all parties and institutions involved in the organization of legislative and municipal elections.

Despite the discrepanciesnoted, in the spirit Dessalinien I am confident that together we will arrive at a consensus, I am already looking forward to once again bring together my citizens around a table to provide this harmonious space marked of the purest ideals that the Haitian people have been set and to whom we remain firmly committed.

Mr. President,

I want reiterated the support of the Republic of Haiti to the struggle leads by the United Nations to eradicate poverty, while waiting th holding of the Summit planned for next year in which it will be for Member States to decide on the post 2015 development agenda, I express already the confidence of my administration to the sustainable development objectives intended to replace those of the Millennium Development.

the world has at present enormous resources, the challenge remains to find effective ways and means to ensure a fair and just distribution.

I remain convinced that our engagament to reduce poverty and inequality around the world is a necessary step. It is in this spirit that the Republic of Hait joins the International Community to make its contribution within the framework of facing this challenge. We must reinforce the effectiveness of our Organization and endow it with sufficient resources to necessary for carrying out its mission.

Our goal is that the UN truly become the foundation of a system for collective security and solidarity capable of ensuring the supremacy of the rule of law and preserving international peace and security. A system capable of prioritizing fundamental freedoms and human rights, a system able to promote growth that respects the environment and development that responds to current demands without endangering the future of generations to come.

It is our responsibility, on the eve of the 70th anniversary of our Charter to impetus this new momentum, essential to the promotion and defense of universal values whom we are the custodians.
