Haiti - Social : the National Plan on disability
Organized by the Secretariat of State for the Integration of Persons with Disabilities, under the patronage of the First Lady of the Republic, Elisabeth Débrosse Délatour, will be held at the Caribe Convention Center, on September 22 and 23, an international symposium on the problem of disability in Haiti under the theme "Reconstruction / Refoundation of Haiti in its ties with the inclusion and accessibility" (Reconstruction/Refondation d’Haïti dans ses liens avec l’inclusion et l’accessibilité)

The violent earthquake of January 12th, 2010 showed considerable catastrophic consequences for the country in general and the big cities touched in particular. The disability sector has paid, he too a high price for his contribution to this national disaster. Most institutions hosting its institutions were destroyed. Many deaths were recorded among its members, thousands of cases of amputation also increasing at least 5,000, the 800,000 disabled people registered so far, on 9 million people in the population of Haiti.

The Secretariat of State for Integration of Persons with Disabilities (Secrétairerie d’Etat à l’Intégration des Personnes Handicapées SEIPH), concerned of an inclusive reconstruction, i.e. which takes account of the contribution and the interests of everyone without exception, discrimination, organizes on this occasion a symposium in order to submit to its partners and the international organizations her draft National plan as regards handicap. The symposium will be the occasion for the national and international partners to express their points of view as regards action and to begin concretely in the action coordinated and scheduled by the Secretary of State which the working paper promotes.

In this perspective, SEIPH emphasizes the following points which are objectives to be achieved:

  • Sensitize participants on the situation of disabled people before and after the earthquake of 12 January and the need to strengthen national institutions and associations working in the field of disability;
  • Motivate the general public and donors in particular about the implementation of international standards for accessibility of buildings, highways, transportation, etc. ...;
  • Encourage stakeholders to become aware of the need for proper coordination of activities to benefit people with disabilities;
  • Encourage large international NGOs working in the disability field to undertake fundraising for the constitution in Haiti of a national solidarity fund for the integration of persons with disabilities;
  • Present and profile of the Haitian Institute of Rehabilitation to create;
  • Collect data in preparation for the five-year plan of action on disability.

The Secretary of State for the Integration of Persons with Disabilities counts on the effective support of its partners as well national as international for the success of this symposium which is of an crucial importance for the future of hundreds of thousands of Haitians.
