Mr. Mayor,
Members of the delegation,
Ladies and gentlemen,
Dear friends,

Before the Universal Declaration of Human Rights which states that all men and all women are born free and equal in rights.

Before Gandhi, the apostle of non-violence.

Before Martin Luther King, illustrates martyr of Civil Rights in the New World...

Before Nelson Mandela, icon of modern times, which was able to redraw for ever the profile of reports between men...

There was François Dominique Toussaint Louverture.

Named after the revolutionary of Roman history, the black Spartacus was born in the horror of the exploitation of man by man.

Toussaint Louverture, a former slave in the plantations of Saint-Domingue, was able to throw off the chains.

These chains that often hinder human in their behavior, to transcend the history and allow the emergence of a new vision where man is equal to man and where man, regardless of the color of his skin , regardless of family history, can aspire to be free and dream of well-being and happiness.

Between check-veterinary ownership of Bayon Liberta and Major General became governor General of Santo Domingo, Toussaint has matured the great dream of freedom.

He understood that the future of the people lies in their ability to free themselves mentally through education and dialogue to understand each other.

Effective military strategist, diplomat, statesman lucid and realistic, this talented visionary was able, thanks to his charisma and humility, give a new rhythm to the waltz of dialogue between peoples.

If the Republic of Haiti was created in the wake of the triangular trade of trafficking, if history retains the the brutal extraction of millions of African men to throw them in the cycle of violence of centuries of slavery in Caribbean land, we applaud the agreement and the harmonious or friendly relationship since that exist between France and Haiti.

Ladies and gentlemen,

I come here in the Franche Comte, on behalf of the Haitian people fulfill a duty of memory.

General, I come here with all the humility of a son of your land, make you the tribute that every free man owe you.

I come to these places that will have seen your physical decline, but especially that will have you, forever, camped as a martyr to the cause of the oppressed, precursors and herald of the emancipation of slaves.

I come here moved, throat tied, measure the price of courage, convictions, determinations of a man.

Your size, General, extends beyond our borders and your spirits belong to the universality of the cause of human rights.

With you, General, the world has grown up; the concept of freedom redefines, that of equality; you have worked to make this world a more fraternal space.

Nothing can justify that be confiscates to his fellow his freedom, honor and pride for issues chapel or belonging, or that his life be taken.
