In 2010, a pre-investment study conducted by the "United Nations Office for Project Services' (UNOPS) and the Ministry of Public Health and Population (MSPP), in collaboration with the World Health Organization (PAHO/WHO) helped define the primary function of the hospital which is maternal and child health. Thus, the hospital infrastructure will enable the inhabitants of the department of Artibonite and surrounding to have access to various health services such as maternity, neonatology department, pediatrics, internal medicine, surgery, emergency, medical imaging and laboratory services. In 2013, additional funding of US $ 2.5 million were granted by the Mexican Government to finance the purchase and installation of solar panels. These facilities will complement significantly the power of the hospital in solar power, especially the power of vital services while reducing operating costs [4,000 m2 of solar panels will provide 200 KW power for 4 priority areas of the hospital whose emergency department.] The hospital has received a contribution from the French Development Agency (AFD) to the tune of 2.2 million euros for the supply of drinking water. The respect of the environment is a key element of the project, a special effort was made in the development of architectural concepts to minimize the effects of different energy sources.
