Haiti - Agriculture : Positive results of the first year of the project SECAL
The French Development Agency (AFD) has developed a support project for Food Security (SECAL) whose objective is to support agricultural sectors with high potential in southern Haiti, contribute to improving the food security of people in the South Department and generate additional revenue in the rural.

Cofinanced by the AFD and the European Union (EU) to the tune of nearly 15 million euros SECAL was launched in February 2013 for a period of 4 years. Agricultural sectors :
Faced with difficult access to rural financing, to factors of production and to the technical support advice, about 800 farmers of the communes of Camp-Perrin, Cayes and Torbeck, spread over three irrigated areas Avezac, Dubreuil and Moreau-Tuffet, have benefited from the support of the project to increase on an additional 500 acres the cultivation of maize for campaigns of June 2013 and February 2014. Approximately 12 million gourdes already disbursed for expenses incentives. 4,000 person/days of temporary agricultural wage employment (at least 30% women) were created for the benefit of 400 farmers.

Approximately 200 million gourdes have been mobilized in February 2014 to initiate irrigation projects: rehabilitation of the intake structure, 19.5 kilometers of channel of the primary network and the construction of another 10 km on the perimeter of Avezac. This gravity system fed by the waters derived from the Ravine du Sud has a potential irrigable of 3,000 hectares whose only 1,000 hectares are irrigated. These rehabilitation works are carried out successfully creating over 600 temporary jobs on the Avezac area, offer opportunities for expansion allowing sow up to 2,000 hectares of beans for the winter season.

Under the combined effects of irrigation and technical support provided on the cultivation of maize and vouchers distributed to 800 farmers for the purchase of fertilizer, seed and plowing services, the average corn yield has doubled in the plain of Les Cayes, from 2 to 4 tons metric per hectare.

The poultry industry, hitherto heavily penalized by the lack of access to quality inputs, while regional demand is strong, the award of the contract has been assigned to an operator to accompany the Poultry Association of the South (ASAVIS) and other independent poultry producers of the department in their Management Plan Business and of technical and organizational strengthening.

Agricultural research :
Experiments in peasant conditions were conducted by an operator locally recruited on ive new maize varieties selected for their resistance to drought and interesting nutritional characteristics. Two of these varieties show promise based on the results.

To strengthen and boost agricultural farm research, a partnership was developed with INRA Antilles that will work with the local operator, the Farm of Levy in Camp-Perrin and the Faculty of Agriculture and Veterinary Medicine (FAMV) . The results of the research will be returned to contracting authority and to the professional agricultural organizations in the South. The popularization of these results will be provided by the contractual local operator and the Farm of Levy.

Contribution to the local purchasing policy :
In support perspective to the marketing of products, the project is committed to supporting producer organizations and processing units for their integration into a dynamic of marketing of their products. So cornmeal and eggs will be purchased and distributed to school canteens of the South Department. This activity will be fone from a partnership between the Ministry of Agriculture and the Ministry of Education through the National School Canteen Programme (PNCS), which will be able to rely on experienced local operators, for the purchasing and distribution to schools.
