Haiti - Politic : «Uneasiness» within the PSP more administrative than political
The intervention of the Deputy Jacques Stevenson Thimoléon, President of the Chamber of Deputies, who said at the 42nd Council of Government that the Lower House was blocked due to the bad faith of the government, has been variously interpreted, giving rise to rumors fueled by the opposition, suggesting that the relationship between the majority bloc pro government "Parliamentarians for Stability and Progress" (PSP) and the Executive were at its lowest.

The Deputy Abel Descollines, First Secretary of the Office of the lower house, admits the existence since the departure of the deputies on vacation, of an "uneasiness" situation between the PSP and the government. He deplores a lack of communication with the ministers and administrative problems. According to him, the main problem concerns a certain number of budget requisitions necessary for the smooth functioning of the Lower House. He recalled that even if the deputies are on vacation, the House continues to operate, the Commissions operate continuously, there are employees who are there to solve problems, stating "this is why the President Thimoléon said that the Chamber of Deputies is blocked." Affirming that despite these administrative problems, "there is not as long dispute between the government and its majority represented by the PSP," "while deploring the attitude of some ministers who give the impression that the Chamber of Deputies no longer exists, by not returning phone calls from deputies.

Monday, Pierre Michel Brunache, the spokesman of the Prime Minister also rejected rumors suggesting that the relationship between the government and the PSP have deteriorated, while recognizing that some funds for deputies had not been disbursed in time and there was a problem between the Lower House and the Ministry of Economy and Finances. Affirming that these difficulties are now resolved, he invited members of Parliament to contact the Ministry of Finance to regularize the situation.

Concerning the allegations of the opposition, to the effect that the Administration Martelly would have rejected the PSP after having used it, Pierre Michel Brunache categorically denied. About the lack of communication he said that the Prime Minister had given instructions to the various ministers, so that they remain in close contact with the deputies.

The Deputy Sadrac Dieudonné, president of the Parliamentary opposition bloc "For the Institutional Strengthening" (PRI), the reading of the situation is quite different. Obviously according to him, "These deputies should know they have been rejected after being used by the government," suggesting to the members of the PSP to consider seeking an agreement with the opposition for a joint action in order to counteract the way the government manages the country.

Simon Dieuseul Desras, the President of the Senate goes in the same direction, saying this weekend that "the members of the presidential bloc have practically been rejected after having be sold for very little," deputies of PSP that they also accuses of being largely responsible for the current problems of the country.
