Haiti - Education : New salary scale for public school teachers
With the support of the Office of Management and Human Resources (OMRH), the Ministry of National Education and Vocational Training (MENFP) has published the salary scale of teachers in the public sector. This publication occurs following the efforts of Multiparty commission for monitoring of agreements signed between the Ministry and the teachers' unions, March 21, 2014.

The salary scale has among other objectives, the improvement of teacher working conditions in the public sector of education and the strengthening of the education system including the practice of teaching.

Of these objectives results a revaluation of the work of education professionals combined with a decent salary to which should be grafted benefits; an assumption of the career of all who embrace education and, in turn, significantly improve the status of teachers.

The new salary scale that was developed with the technical support of the Management Board and Human Resources (OMRH) took into account not only the new job classification system and the evaluation of jobs but also the capacity of the State to pay.

Note that the educational staff are grouped into three categories according to their qualifications (A, B and C). In addition, the teaching profession will be valued on the basis of criteria such as :

  • Career level, taking into account the experience ;
  • The level of qualification and / or certification in the light of knowledge gained through academic training leading to a defined diploma;
  • The performance level by taking into account the quality of work done, the demonstrated effectiveness and professional rigor.

Note that these three categories (A, B, C) result in job classes. Also, a pay scale is associated with each class of employment. Now, teaching staff will have to evolve by category and level which are the two determinants of the new wage policy that will be implemented.

Salary scale :
For a teacher with an educational level of the 3rd cycle of basic education will receive, according to his seniority (3 to 26 years) a base salary of 13,000 gourdes that scales to 14.333 Gdes.

For a teacher having made the École Normale d’instituteur, the base salary will be 20,000 gourdes that scales to 29.282 gourdes according to years of service.

For a teacher holding a bac +3 + (CAPED) and acts as director on the 1st and 2nd cycle of fundamental school, basic salary will be 21,038 to 40,132 Gdes Gdes, according to years of service.

For a teacher who holds a master's or doctorate, the basic salary will be 43,000 to 57,000 Gdes according to years of service. Note that less than 10% of the 1,000 teachers in Haitihold a master, and they are even less numerous to have a doctorate.
