Haiti - Elections : Selection of representatives of the CEP, the situation becomes complicated
Following the agreement signed between President Martelly and political parties on January 11 https://www.haitilibre.com/en/news-12922-haiti-politic-the-executive-signs-an-agreement-with-4-opposition-parties.html it was agreed and defined in Article 5 the 9 entities that will have to select their representative to the Provisional Electoral Council (CEP). Following this agreement, the General Secretariat of the Presidency informed by letter, each of these entities that they have, from its reception, a delay of 24 hours to present to the President of the Republic, two independent persons with no party affiliation, one of which is the main choice and the other alternative choice https://www.haitilibre.com/en/news-12932-haiti-elections-24-hours-to-present-candidates-for-the-cep.html A period that since then was increased to 72 hours. However, between the agreement and reality, nothing seems simple within the 9 entities to choose their representative.

The situation in the 9 entities :

1. The Episcopal Conference of Haiti :
Always in consultation expected to make his choice on Friday, according to Mgr Patrick Aris, the spokesman of the Episcopal Conference of Haiti (CEH).

2. Cults reformed (coordinated by the Protestant Federation of Haiti and the Episcopal Church of Haiti) :
Conflict situation, each sector is determined that it is one of their members who is the representative to the CEP, until now, those sectors seem unable to agree to submit two names to the Head of State.

3. The Peasant Sector / Voodoo (coordinated by KOREPLA, KOZE PEP, TETKOLE TI PEYIZAN AYISYEN and the Confederation of voodoo practices of Haiti ) :
Confusion, the decision taken in the agreement to bring the peasant and voodoo sectors was poorly understood by the supreme leader of Haitian voodoo, which sent two names, before to understand that this choice had to be made in consultation with the peasant sector. Back to square one, both sectors are now in the process of consulting.

4. The Patronal sector (coordinated by the Economic Forum Private of Sector) :
No choice todaye, the sector seeks alternatives, several personalities were approached, but most have declined the offer.

5. The Trade Union Sector (coordinated by CNEH and CGT) :
Frontal conflict between therepresentatives entities designated in the agreement (CNEH and CGT) and other union structures that challenge this choice. An irreconcilable position so far.

6. The Press Sector (coordinated by ANMH) :
Journalist Pierre Manigat Junior, former editor of the newspaper Le Nouvelliste (2000-2010), was chosen, 4 votes for 2 against. Only sector to have agreed so far.

7. The University sector (coordinated by the Conference of Rectors and Presidents of Haiti University) :
The designation has not been addressed... Wednesday's meeting postponed to Friday again postponed in General Assembly tomorrow, Saturday, in order to rule on the question: whether or not the sector must accept the invitation to have a representative to the CEP and in case of a positive response, who should be appointed...

8. The Woman Sector (coordinated by Fanm Yo La and SOFA) :
The sector is working on the definition of certain criteria before making a choice, but beyond this aspect, the choice in the agreement of organizations Fanm yo la and SOFAto coordinate this sector is strongly disputed by other feminist organizations. Given the scale of the challenge, Marie Frantz Joachim, Coordinator of SOFA indicated not being able to meet the deadline...

9. The Sector for Human Rights (coordinated by POHDH)
The sector agree to be represented in the CEP, but no name has been advanced the sector is also working on the definition of certain criteria before making a choice without specifying how long it will take...
