Haiti - FLASH : «In no case, I will be a candidate in the next election» dixit Martelly
This Friday at the National Palace, around 5:30 pm, the President Michel Martelly, in the presence of the Prime Minister appointed Evans Paul, senators in office, former parliamentarians, diplomats and many other national and international personalities addressed a solemn address to the Nation, which was mainly intended to reassure the international community that the President of Haiti will hold all its commitments and that the crisis will soon be history.

Essentially, the Head of State has confirmed in his speech that "[...] In the following hours the prime minister Paul will officially took office [...] in the next 48 hours the Consensus government will be announced [...] that the new CEP will emerge in next week and will also start soon to address the inventory of work already done, review the electoral law, and plan the upcoming parliamentary elections, local and presidential [...]" and to avoid any misunderstanding about his motives he stressed that he will respect Article 134.3 of the Constitution, and that he will not run in the next election.

Etract of the solemn speech of President Martelly :
"[...] The dialogue initiated in recent weeks with the political parties is a concrete proof that beyond our differences of the plurality of opinions, Haitians have the ability to unite for a common goal. In this vein, I decided to establish an ongoing dialogue with the remaining senators and consult particularly on matters of general interest.

Based on these observations that concern us all, we are all responsible, I also assume today, as President of all Haitians, without distinction, the responsibility for this situation.

I accepted without hesitation or frustration, the diagnosis made by the Presidential Consultative Commission and its recommendations I made mine and I use as a compass in our immediate actions.

Beyond the resignations that had been requested [..] including that of the government, I also accepted a genuine dialogue with the opposition constructive and representative and associate them now, to the management of the government until the end my mandate.

In the following hours the prime minister Paul will officially took office.

I also negotiated and signed an agreement with more than thirty political parties to ensure that the composition of the next government, and its management during this crucial election period, fully reflect this desire of reconciliation with the opposition and of gathering [...]

In the next 48 hours the Consensus government will be announced.

I recognize the right of all those who have chosen the path of peaceful demonstrations to express their demands and frustrations.

This new CEP will emerge in the next week and immediately begin to look at the inventory of work already done, review the electoral law and plan the next legislative, local and presidential elections.

[...]
This CEP will not include any member of the State staff, nor any political and partisan personality. The necessary amendments to the electoral law to adapt to the conjoncture and the current realities, will be made immediately after the installation of new CEP. Theywill have to provide provisions for adequate funding of political parties.

[...]
Elections are also a matter of citizens [...] it was observed a decrease in the rate of participation of citizens since 1990 with a slight increase in 2010. The turnout in the 2010 elections was 22%. The challenge for the next elections, is to reach a participation rate of above 50%. This can only be achieved, if the public has confidence in both the system and in the quality of candidates.

I reaffirm my commitment to make every effort for the realization of honest elections, credible and participatory.

The consensus government that will lead the Prime Minister Paul Evans, has to tackle to strengthen and improve the successful programs in health, education, social security and the establishment of infrastructure while correcting the errors.

I also intend to conduct very soon a broad debate on our constitutional charter [...] with a view to reflect on the amendments needed to modernize the framework and efficiency.

[...]
In all our work of reflection, I count also institute groups, that will nclude representatives of all political trends and ideologies, to systematize dialogue practices, which have too often failed us and that paralyzed public life.

To avoid any misunderstanding about the motivations behind this initiative, I want to emphasize that I would respect Article 134.3 of the Constitution, which prevents a President, to succeed itself and that in no case I will be a candidate in the next election.

The first step to wisdom is certainly the humility and the search for compromise this is what should guide the conduct of public affairs during the remainder of my term as President of the Republic [...]"
