Haiti - Education : «Let's save the school year» dixit Nesmy Manigat
After an open letter addressed to the leaders of teachers' unions in late January https://www.haitilibre.com/article-13035-haiti-education-lettre-ouverte-du-ministre-manigat-aux-responsables-des-syndicats-d-enseignants.html (in french) it is the turn of parents that Nesmy Manigat, the Minister of Education addresses in a letter around the message ""et's save the school year.

Letter from the Minister Manigat :
"Dear Parents,

1 - We need to improve the quality of our schools :
At the beginning of this new year 2015, we are committed to exchange with the educational community at the end of each month. The results of official exams for the majority of our public and private schools in 2014 were, once again, catastrophic. Time for a real debate on school failure of our children came. We need to discuss sustainable solutions that take into account various factors including low skill level of 85% of our teachers and principals and insufficient wages paid. The license to teach, the evaluation and training of our teachers, the National Education Fund are more that an emergency. The future of Haiti is played every day in our classrooms.

The Haitian education is severely disabled both in terms of access and quality. It is for these reasons that the President of the Republic, Joseph Michel Martelly, made intervention in this sector and directly supports the 12 measures that we had together announced to reform and modernize the education system. https://www.haitilibre.com/en/news-11781-haiti-education-exam-results-disappointing-the-minister-manigat-announced-a-package-of-measures.html

A calm debate on educational reform is needed. We were able to start the school year as early as September, so that children spend more days and hours in the classroom. We absolutely need to stay the course toward academic success.

2 - We need more funding for education :
Through the Universal Schooling Program Free and Compulsory (PSUGO), which finances more than one million children and with your efforts, 90% of our children are in school against 75%, there are still 5 years.

We are pleased that the teachers' unions have signed an agreement with the MENFP https://www.haitilibre.com/en/news-13068-haiti-education-towards-an-agreement-with-unions-for-the-lifting-of-the-strike.html they are committed to help the promotion of National Education Fund (FNE) https://www.haitilibre.com/en/news-13049-haiti-education-a-lot-of-money-in-the-fne.html . This is the lasting solution to the problems of teachers, to allow the MENFP to almost double its budget. Meanwhile, through this agreement, the MENFP reconfirms provisions to gradually integrate into the budget of qualified teachers really in the classroom.

With this agreement, we have also renewed our commitment to continue to strengthen the institutional capacity of teacher unions through legal and transparent means. This will allow the teacher unions, without exception, to be better equipped to promote the interests of their members through advocacy, training, office equipment, transportation etc...

3- We need to eliminate the enormous wastage :
We also know that a lot of resources invested by you, parents, or the Government, to educate our children are misspent because they have no impact on their success. Here are just some of the measures to address them :

  • PSUGO gradual reorientation towards public schools ;
  • - Organization of a single official examination at the end of the cycle in the primary and secondary instead of the four official exams (6th AF, 9th AF, Bac 1, Bac 2). Many other countries have adopted such a measure ;
  • Elimination of car rental for official examination and use of available vehicles of other ministries and state agencies ;
  • Elimination of graduations, except in Class Philo ;
  • Wearing of the uniform of the school year at the time of the official examination ;
  • Elimination of checks "zombies" from absentee teachers for the benefit of teachers really in the classroom.

Dear parents, these measures can be differently appreciated by various interest groups or be very unpopular with some. But the the growth of our economy is at stake, also the development of our country. Many are afraid by these reforms and do everything, say everything to block them. We need your support to better explain, adjust, improve them if necessary, because it is of your interest to all as parents.

4- The main message of the month 'Let's save the school year' :
Indeed, some of our public school children have lost more than 20 school days during the month of January 2015. We will have to put in place a program of 'tutoring or remedial' mobilizing graduating students and young graduates of universities previously trained, but it is important that classes will resume as of this Monday, February 2, 2015. The majority of the unions has already signed an agreement to end the strike. We have made an appointment to those who did not want to sit at the same table as the others to continue the dialogue. This is an opportunity to tell you that the open and public conflicts between unions retard dialogue to improve the working conditions of teachers.

Dear Parents,

Get involved personally and answer present in the meetings of parents of schoolchildren. Again, remember that 'To raise a child, it takes a village'"
