Haiti - Justice : The Minister Casimir calls to order the demonstrations organizers
Following the transit strike and violent protests of Monday https://www.haitilibre.com/en/news-13097-haiti-economy-violent-transport-strike.html , Pierre-Richard Casimir, the Minister of Justice and Public Security, recalls to the demonstrations organizers or meetings on public roads, the obligation imposed on them by law to ensure of the essentially peaceful nature of their movement.

The Minister invites the organizers to take into account the rights of individuals who choose not to join their movement, vacant freely and in all serenity about their business, recalling that if the Constitution and the law guarantee freedom of demonstrations or public meetings, it also protects and guarantees the right to freedom of opinion, whatever it is, and freedom of movement.

Concerned about ensure public order and peace, throughout the national territory, the Ministry informs having instructed the police authorities to ensure the enjoyment of all rights, including those to manifest and go freely about its activities without being worried.

Let's recall on the other hand, that in the Decree of 23 July 1987 on Public Meetings (Moniteur # 60 du 23 July 1987) Article 2 states that "Anyone wishing to organize a peacefully a meeting or demonstration on public roads must notify forty-eight hours before the meeting, the police in his community [...]" and that Article 4 specifies that "The one, that will have given notice to the police or the organizer of this gathering of people is required, on his own responsibility, to ensure the proper behavior of the demonstrators and participants."

However, it should be noted that these numerous calls to order of the Minister of Justice today, or his predecessor Jean Renel Sanon, never change anything in the behavior of the protesters and that the law has never been applied about the responsibility of the organizers of violent demonstrations. Hope that the new Government Paul move from words to deeds, for the well-being of the people and respect for the law.
