Haiti - Dominican Republic : Increase in violence and xenophobia
In a note, the Dominico-Haitian Network Jacques Viau (REDH) calls the Dominican authorities to take seriously the call to violence launched by a group of ultra-nationalist and xenophobic Dominicans.

According to REDH, there is a group of Dominicans who express racist sentiment against the presence of Haitians in the Dominican Republic. Citing as an example the acts of violence targeting the Haitian community and the threats made in recent days against some Dominican journalists for taking a position contrary to that of the group.

The REDH asks to the Dominican authorities not to minimize the call advocating anti-Haitianism launched by the ultranationalists and asked the Dominican authorities to put an end to this spiral of violence, otherwise the situation will reach a level of uncontrollable deterioration.

Also Thursday, more than 150 signatories among whom former Prime Minister Claudette Werleigh, ecclesiastical Anglican and Catholic authorities, senators, media directors and journalists, rectors of universities, NGOs, human rights activists, political party leaders, members of the private sector, students, artists, intellectuals, diaspora organizations and friends of Haiti, sent to the former Head of State Dominican Leonel Fernández, a correspondence, chosen in his capacity as President of the Dominican Liberation Party (PLD) and main beneficiary of the anti-Haitian campaign during the 1996 elections. This campaign according to the senders did not stop causing serious concerns for peace between the two peoples since the beginning of 2015.

Recalling that Mr. Fernández has expressed on several occasions, especially on the international stage, his interest in better relations between the two countries of the island, the signatories notes on the ground, his close ties with anti-Haitian groups that cause ambiguities and confusions. In this perspective, the approach aims to more clearly define its position and that of his party vis-à-vis Haiti in order to contribute to the friendship between Dominicans and Haitians.

Mr. President,

Let us repeat here the undeniable fact that during the 1996 presidential elections in the Dominican Republic, you have benefited from the anti-Haitian campaign, the more hate since the Trujillo dictatorship.

Despite this temporary reinforcement of inhospitality face to nationals of a neighboring country and friend, your rise to power was welcomed on both sides of the island because it seemed to represent a revival in the Dominican politics, likely to allow binational relations to take a new direction.

Certainly your three terms (1996-2000, 2004-2008, 2008-2012) were marked by some laudable initiatives whose the gift of the Henri Christophe University in Limonade, in the framework of the reconstruction that followed the earthquake in Haiti. However, they were both heavily marred by atrocious events like the massacre of Guayubín in June 2000; xenophobic violence of Hatillo Palma in 2005 and the heinous crime of Carlos Nerilus in 2009, to mention only those.

Showing a barbarity unequaled, February 11, 2015 in Santiago, the body hung of Henry Claude Jean, covered with marks of violence, caused crying, even of the Dominicans who knew him, the dissatisfaction of society and the pain of the Haitian community as a whole.

We denounce and describe as indecent and outrageous any attempt to seek a scapegoat among the compatriots of the victim.

Indignantly, we bring to your attention that this dehumanizing action is a result of too much anti-Haitian crusade to support you and who has never ceased to grow.

Supporters of this crusade, the most radical, occupied with you and occupy until now mportant government posts based on alliances with the PLD. We save the time to describe here the coincidences of their positions with yours on the migration issue and especially the right to nationality of Dominican of Haitian descent before the constitutional reform of 2010.

In addition, death threats made against Dominican journalists for their objective treatment of Haitian issue and the presence of 'masked groups' in addition to burn down the Haitian flag on the public road, say declare war to illegal immigration, lead us to deep concerns.

Given the gravity of the situation we ask you to strongly condemn these intolerable acts. Also, we urge you, in your capacity as president of the party of Juan Bosch, to a close cooperation with the competent authorities, in order to take control of a situation that escalates, at the risk to see history retain your heavy responsibility in the slippages that could be dangerous for peace between the two countries of the island.
