Haiti - Agriculture : Livestock Identification, results and prospects
The identification of cattle with earrings and a vaccination card helped to reduce significantly reduced the cattle theft and lay the foundations for a traceability program. At 20 February 2015, about 570 000 head or nearly 50% of the 1.3 million cattle in the country have been vaccinated, identified and recorded in a computerized register. This system is self-financed by the contributions of farmers (13.6 million gourdes to 31 December 2014) that mobilize 1,200 community veterinary agents.

Recall that the production and marketing of cattle and cattle meat is one of the first agricultural activities in the country (150 to 200 million US annual sales dollars) and directly affect about 600,000 family farms. The issue of animal safety is mentioned by farmers as one of the major constraints for the development of this sector. Since ten years, there has been a generalization of livestock theft, especially cattle. What constitutes a threat to the sustainability of agricultural production system and food security in Haiti.

Actions carried out :

  • Establishment in the 10 departments of the country and in each of the 140 communes of departmental monitoring committees and communal committees for animal health, bringing together all relevant actors of civil society and the State (local authorities, veterinary officers, NGOs , national Police, Justice of Peace, etc.) to support the MARNDR in the implementation and management of the identification system ;
  • Joint training and accreditation by commune of 1,200 private veterinary agents to play the role of AIB "Ajan Idantifikasyon Bèt" ;
  • Establishment of a computerized national registry on all identified animals and their owners ;
  • Establishment of an autonomous management system of inputs for the identification and vaccination of animals and the registration and update of the database as part of a partnership with organizations of the Society civil and the delegation of management to the National Federation of Haitian Milk Producers (FENAPWOLA), a public-private partnership model ;
  • Deployment of a national infrastructure for vaccine storage in each of the 140 communes of the country, consists of a central cold room and refrigerators and freezers solar devices ;
  • Recruitment and training of a team of managers / operators for inputs and system data entry in all 10 departments ;
  • Design and launch of the new "pass" with a single national format, which allows the movement of animals from onecommune to another and is issued by CASECs.
  • Launching of the census of professional of slaughtering of cattle in 570 communal sections of the 140 communes of the country together with local authorities ;
  • Launch of the census and the formalization of all cattle slaughter points of the country ;
  • Launch of the process of training and certification of 300 private veterinary agents to play the role of AKA " Ajan Kontwòl Abataj", who must ensure the health inspection and collection of rings and booklets ;

Mobilized funds: Treasury (18 million gourdes disbursed in 2013-2014 and 20 million for the year 2014 to 2015), contributions of breeders estimated at 35 million gourdes and other support agencies such as the Inter-American Bank development (IDB) and the World Bank for the purchase of initial stock of inputs (earrings, booklets, vaccines) and some equipment like solar refrigerators).

2015 prospects : (from the Operational Plan of the National Programme)

  • Finish with the identification (80%) of the 1.3 million cattle before the end of 2015 ;
  • Finish with the establishment before the end of 2015 of the permanent system and autonomous identification (300,000 heads annually to identify and 200,000 rings and bookletsto be collected in slaughterhouses) ;
  • Review with the Ministry of Economy, the system of taxation of livestock sales activities and royalties on slaughter ;
  • Start a equine identification pilot operation (horses, mules, and donkeys) and goat ;
  • Initiate the rehabilitation and / or construction of 10 major slaughterhouses. A study is underway on the size and management style to adopt. Probably, a public-private partnership will be favored in the management of these structures ;
  • Continue waith the training of "Ajan Kontwòl Abataj".
