Haiti - Security : Press Freedom, Haiti down 6 places in world rankings
In the 2015 World Press Freedom Index of Reporters Without Borders, Haiti down 6 places compared to 2014, while at the same time on Sunday at the World Day of Press Freedom, President Martelly declared "Freedom of expression is undoubtedly one of the most important achievements of the Haitian people in their struggle for democracy. Freedom of the press is a democratic achievement that we guarantee in the transparency and respect for individual rights. Under my administration, the Haitian press has been able to exercise freely their duty to inform without constraints, threats and censorship. I will continue to ensure that journalists can exercise their profession within the framework prescribed by Haitian law. I encourage journalists to exercise wisdom, intellectual probity and ethical conduct that governs their trades. The press is part of the change and is an important link in the development of the country."

In the latest world ranking of press freedom by Reporters Without Borders (RSF), Haiti figure in 53th position out of 180 countries with abuse score of 30.45 compared to the 47th position in 2014, or a loss of 6 positions (The abuses score reflects the intensity of the violence and harassment to which journalists and other news and information providers were subjected during the year. No score means that Reporters Without Borders did not register any or any or a significant number of cases).

The report indicates that the Haitian media tend to be polarized between government supporters and critics, with the latter often experiencing difficulty in getting access to government-held information. The government often demonstrated a disturbing hostility towards its critics, and a desire to gag independent media. On 8 April 2014, the National Telecommunications Council (CONATEL) threatened to sanction "certain" radio stations that "systematically broadcast false information liable to disturb pubic order, destabilize the Republic’s institutions and attack the integrity of many citizens."

Such an intimidatory climate clearly encourages self-censorship and thereby undermines freedom of information. Journalists were exposed to other forms of intimidation, including by police during protests. Haitian law still provides for prison sentences for defamation. Investigations into murders of journalists are unacceptably slow and subject to repeated obstruction, resulting in a disturbing level of impunity.

The Dominican Republic is ranked #63 with an abuse score of 28.33, in 2014 she was ranked #68, or gain of 5 positions.

Top of the list 2015, as so often, are three Scandinavian countries: Finland, which has been in first place for five years in succession, followed by Norway and Denmark. At the other end of the scale, Turkmenistan, North Korea and Eritrea, in last place, were the worst performers. France is ranked 38th (up one place), the United States 49th (down three places), Japan 61st (down two places), Brazil 99 (up 12 places), Russia 152 (down four places), Iran 173rd (unchanged) and China 176th (down one place).
