The President Martelly will not grant any discharge by decree
Friday, Lucien Jura, the Presidential spokesman confirmed that President Michel Martelly had no intention of granting discharge by decree to any of his former ministers or former prime minister "Not at all, the executive intend to take a presidential decree to promote the participation of former accounting of public funds in elections [...] Michel Martelly is sticking to the principles of separation of the three powers." According to the spokesman of the Presidency, the Head of State does not intend to create any precedent regrettable.

The CEP would be above court decisions...
Concerning certain presidential candidates who have of the Tribunal of referred a decision allowing them to participate in elections without a Discharge Certificate (it is the case of Laurent Lamothe), the Adviser Néhémy Joseph said that the CEP can not be bound by the decision of any court in the country, as part of the electoral process...
