Haiti - Politic : Mirlande Manigat, against the CEP and the Government
In an open letter addressed to all the presidential candidates, Mirlande Manigat, Secretary General of the Rally of National Progressive Democrats (RDNP) protests without stonewalling against "the selection of presidential candidates" by the Provisional Electoral Council (CEP), and also deplores the attitude of the Haitian Government in handling the case of future repatriation of our compatriots living in an irregular migratory situation in the Dominican Republic.

Open Letter by Mirlande Manigat :
"Dear Compatriots,

I speak to you, the 70 presidential candidates and not the 58 selected. This is not confusion. I am of the opinion that it is the right of every citizen to stand for any elective office; it is up to the voter, only sovereign in the matter, to express their choice.

The manner of operation of the CEP established on the basis of a consensus lame, with no constitutional basis - tolerated by weariness - underlined both, his incompetence, a lack of professionalism and a kind of lightness in the way of treating applications by its various organs. The latter have only plomber any search for legal solution to two major problems that need to be addressed in a serious and objective manner, namely: nationality whose treatment requires serenity (taking into account the rights of all Haitians of inside and outside), and the administrative discharge whose legal ambiguities at the level of implementation by the CSCA, have created legitimate frustrations.

Increasingly, challenges arise that extend a veil of doubt on elections, should they occur. The population expected impartiality from the CEP where is revealed cronyism; it hoped the integrity of its members, where suspicions transpire; it believed, wrongly, that it could inspire confidence in the transparency of the process - whose it touts in each release - where it demonstrates its submission to certain forces acting visor up or under hands; it claimed its rigor where it shows versatility in its selections and eliminations, followed by retrofits and exclusions in a pace dictated by contradictory interests without convincing explanations.

Dear compatriots, I understand that for the moment your attention is on the campaign that has not yet started but whose the preparations occupy your thoughts. Still, like me, you are challenged by the difficult situation that experience more two hundred thousand of our brothers who were born and live in the Dominican Republic, facing deportation since 18 June. The moving testimonies indicate that they are shared between fear, humiliation, the agonizing uncertainty for them and their children.

It is a lamentable situation announced since September 2013 with the publication of the judgment 168-13 of the Constitutional Court of the Dominican Republic and the disdain shown by the neighboring government in respect of all the warnings, notice, sanction threats from various international backgrounds who were mobilized, this time for good cause. It was a matter for human rights, but that had to be treated on the basis of international law, as was stressed by the Commission on Human Rights of the OAS. But instead of buttress on a pitch in its favor, the Haitian government has chosen the bilateral voice of a kind of 'cordial agreement' relating solely to trade.

The elements of unequal relations between the two countries are well documented. Now that we are on the eve of a mass deportation, or to calculated doses, whatever, it is appropriate to organize and to approach the question in another way.

Indeed, it is not a question to frantically beating the drums of solidarity or fattening nationalistic trumpet that lead to emotional solutions, but to demonstrate the ability to organize for now, materially, the reception of our countrymen, to identify them, help them rebuild their lives in Haiti.

As for the imbalance between the two countries, it is worth noting that our country is not without means. The Dominicans profit from our shortcomings to flood us with their products, but the country can learn from the old maxim 'who buys order !' So do not give them the benefit of reverse maxim 'that sells order' (for us : menm mete’l ate a si w vle’l wa pran’l). And one might add that Haitian arm largely contribute to this flourishing trade.

But the overall problem is not conjunctural, it requires a long-term review that would allow rethink with healthier criteria all of our relations with the neighboring countries, as well as border demarcation, the Artibonite River water security, visa reciprocity.

Also dear compatriots, I invite you to establish a truce in the individual pursuit of your campaign activities; because time is not to small personal calculations. I sincerely believe that it is advisable to arrange a meeting between us to discuss the Haitian-Dominican relations, not only to address solutions to the immediate problem but also to anticipate the future. We each have particular ideas on these two issues; but given our desire to all to improve the image of Haiti, their pooling can help build a policy that safeguards the interests of the Nation.

On behalf of our common Fatherland, of Heroes ideals of independence, of our History of Pioneer People, I invite you to come together! Unite, fellow citizens, as our motto command, to defend the honor of our country, because the only campaign that is worth today is that of giving back to the Haitian its pride and restore their dignity in Haiti.
