Haiti - Education : Creation of a general inspection in education 25/07/2015 10:36:34 The General Inspectorate has jurisdiction over all directorates and administration services of the Ministry of National Education. It control and evaluate all bodies receiving public funds for education and vocational training in liaison, when appropriate, with other public bodies responsible for control. It is headed by an inspector general in chief, appointed by the Minister for a period of 5 years, renewable once, chosen from among his peers. For the execution of missions, the Inspector General designates the chief inspectors general and ensures the distribution of tasks between the inspectors, according to their specialties, teaching discipline and management skills, accounting and budgeting. The general inspectors will be recruited from among senior grade officials of the Haitian Civil Service, justifying 10 years of service in Category A. If they belong to the Ministry, they must have held management functions for a minimum of 2 years. The IGAENF will be responsible for in particular: to assess, control and monitoring of public policies on education and vocational training; contribute to the emergence of a common evaluation culture across the Department and more specifically to ensure the proper use of public funds mobilized for the functioning of education system, particularly for educational activities and professional training; to advise and propose actions on all matters assigned by the MENFP and provide each year to the Minister, before the school year, a report on the public service of national education and vocational training. For missions of administrative nature, budgetary and accounting, the general inspection proceeds to the consultation on the spot of documents related.
