Haiti - Canada : Project of initial training for the upgrading of PNH executives
Monday, Pierre-Richard Casimir, the Minister of Justice, Yves Germain Joseph, Minister of Planning and External Cooperation and the Ambassador of Canada accredited to Haiti, Ms. Paula Cadwell St-Onge, signed a Memorandum of agreement modified on the Project of Initial Training for the Upgrading, of Executives of the National Police of Haiti (PNH-FIPCAP).

The project, which has existed since 2009, has been revised and updated to reflect the new PNH training needs. This training, led primarily to inspectors and commissioners of the police institution, will target at least 15% women.

The Minister Casimir thanked Canada which has contributed to the realization of this project to the tune of 20 million Canadian dollars. He explained that pedagogically, this training will be provided for two groups including on the one hand the different executives (inspectors and commissioners) of the PNH, estimated at about 700 and secondly a group of 600 people, including of agents 4 and professionals from an external recruitment of the PNH.

This training will be conducted by Haitian and Canadian experts and will include an upgrade in law, psychology, and will also focus on resource management, strategic planning, leadership and staff evaluation.

Pierre-Richard Casimir, who spoke in his dual capacity of Minister of Justice and member of the Superior Council of the National Police (CSPN) reiterated to each police officer the assurance of a government concerned both of their economic needs than their formations. In the process, he announced an increase in police salaries, from next October.

The Minister Joseph promised the full support of his ministry for the operationalization of this Canadian aid and Ambassador St-Onge reiterated Canada's desire to accompany the Government of Haiti in the professionalization of its national police.
