Haiti - FLASH : Night of tropical storm, first review 29/08/2015 06:59:26 "The storm's center is preparing to abandon the Haitian land over the next few hours to head to the eastern tip of Cuba. The rainfall activities, stormy and windy are still manifest over much of Haiti. Note that rain totals are shown to be important in certain areas. Weather situation at the departmental level (through Friday 9:00 pm) In the Southeast there were gusts of winds with heavy rain in all communes. Shelters were opened in Côtes-de-fer, Belle Anse, Anse-à-Pitres, Thiotte, Jacmel; In the South there was fine to moderate rain. Shelters were opened in all communes. In the Grand'Anse there was heavy rain under Jérémie, Abricots, Dame-Marie, Chambellan. Shelters were opened in all communes In Nippes there was a rising tide in Grand Boucan. The shelters were opened. Awareness campaigns have been conducted among the population; In the north there were gusts of winds in the commune La Victoire, no rain. The shelters were opened. Evacuation at relatives; In the Northwest, no rain, 12 shelters were opened. In the Northeast there was heavy rainfall in the communes of Ferrier, Ouanaminthe, Valière, Carice, Les Perches, Mombin Crochu, Fort-Liberté ; Hupper Aribonite there was fine to moderate rains at the level of Ennery and Gros Morne. Because of a risk of flooding, 254 prisoners were evacuated from the central prison of Gonaïves to the prisons in Croix-des-Bouquets, St. Marc and Arcahaie; Lower Artibonite no rain and 2 shelters were opened ; In the center there were heavy rains intermittently in 11 communes, strong winds in Cerca-la-Source, storms in Boucan Carré and Mirebalais and the evacuation order was given in 11 communes ; In the West there were heavy showers in border communes: Ganthier, Fonds Verrettes, Thomazeau, fine rain in Cabaret, moderate to Arcahaie. A precautionary evacuation in Léogâne and border communes was conducted. All shelters were opened. Evacuation of people on Ganthier (Borge, Galette Chambon) State of mobilization : The entire national risk management system and disaster mobilized at all levels. The National Center for Emergency Operations (COUN) and 10 Centres of departmental emergency operations are activated under the coordination of government and local authorities. Several sectoral ministries are mobilized and led preparedness activities. Communication: Awareness and alert dissemination actions were intensified during the day with briefings at central level and in every department, but also other types of interventions on the ground in areas at risk. 1,966 evacuation shelters are available throughout the country. In locations where there are the most vulnerable populations (as in Anse-à-Pitres), the SNGRD invited people to visit shelters voluntarily. The total accommodation capacity of the shelters is of 340.407 persons. The DPC proceeded to the conveying of non-food and food stocks, to four border departments or the West, Central, Northeast and Southeast. Previously, emergency warehouses of Artibonite, Grand-Anse and the Northwest have been replenished. Human resources: Over 250 teams brigadier-volunteers and other emergency response teams are deployed in support of municipal and local committees to adapt to different interventions required. The Haitian Government has bailed out the accounts "emergency funds" to the tune of 1 million gourdes per department for the 10 departments of the country The SEMANAH banned fishing and cabotage operations throughout the country until further notice. Within ten departments, the PNH is mobilized to enforce traffic restrictions (land, sea and air). The SNGRD invites citizens to take responsibility and scrupulously follow established guidelines. The PNH and firefighters have technical and logistical resources, including 44 anti fire trucks to the interventions of search and rescue. The MSPP has pre-positioned medicines in the 10 departments of the country. The World Health Organization (PAHO / WHO) provided medicines to the MSPP in 5 departments (West, Centre, Artibonite, North, Grande-Anse). Emergency teams are in the 10 departments. The United Nations and its NGO partners have activated their coordination mechanisms for emergency response and work in close coordination with the SNGRD. Several partners (OCHA, UNDP, World Bank, IOM, the OFDA, Internews etc.) are mobilized to support the SNGRD at central level or at the level of some departments in areas such as logistics, pre-positionnement and updating of emergency stocks. NB: The first assessments will be carried out once the country is no longer under the influence of the storm.
