Haiti - Politic : The reform of the port sector is well underway 02/09/2015 11:36:32 Finding 1 : Documents produced as part of the reform have been largely by external experts to the APN. Their contents are not yet appropriate for the institution to enable the implementation and application of the recommendations they advocate. Finding 2 : Additionally, either because of a lack of communication of the APN or either by misunderstanding, it is now emerges within the institution a mistrust, an obvious resistance to change, which if not addressed, may hinder the establishment of structures and elements of the reform or its outcome. To carry out this project and given the business culture and experiences of the past, APN created in July https://www.icihaiti.com/en/news-14404-icihaiti-politic-launching-of-work-of-technical-secretariat-of-the-apn.html a technical secretariat to assist the General Directorate to plan and carry out, among others: A document ownership plan; implementing the recommendations and recommended to set up an internal communication plan to the APN. Responsibilities of the Technical Secretariat as part of the Reform : This structure that participates of the vision of the Director General, Engineer Alix Célestin, to profoundly reform the national port sector to make it a development asset for the country is entrusted with the following specific tasks :
Member of the Technical Secretariat : The Technical Secretariat is provided for the time of the Reform, by members of the Technical Cabinet consists of a multidisciplinary and experienced team : Jean Carrel Delpé (Director) , Emmanuel Bernard (Member) ; Romain Constant (Member) ; Naude Césaire (Member) ; Garline Jolicoeur (Member) ; Anthony Saintelmy (Member) ; Hervé Dorsainvil (Communications Consultant) ; Edwin Félix (Consultant in Organization and Methods). Since the establishment of the Technical Secretariat was noted a resurgence of activity in the Directorates and services of the company, working on the reform folder. The commissions are at work and reports are produced. The results are convincing. The reform is well underway. The culmination of this reform will create an enabling environment, attractive and protective for investment and allow the national port sector to fully play its role as growth driver of the Haitian economy.
