Haiti - Economy : «The growth so hoped is not there» dixit Minister Joseph 22/09/2015 10:17:48 This program, funded by the US Agency for International Development (USAID) and the technical support from the Government of Chile, aims to strengthen the capacity of public institutions in the use of analytical tools for improved decision making through training for executives of the Public Service into "Cost-Benefit Analysis". The courses will be taught by professors of the "Queens University" through two Haitian institutions: the Technical Centre for Planning and Applied Economics (CTPEA) and the National School of Financial Administration (ENAF). In his opening speech, Minister Joseph stressed the need for stronger economic growth " "There will be no economic growth or a substantial poverty reduction if public investments are not made in a rational framework. Indeed, despite significant investment expenditure and continually rising, we note that the growth so hoped is not there," adding "after much analysis, we identify that evil lay in the choice of projects that are often at recurring characters and not generate growth." For him, the effectiveness of investment expenditure, go through the development and implementation of many projects well developed and for which a "cost-benefit analysis," was conducted. The Chargé d'Affaires Brian Shukan recalled that one of the American government's objectives in Haiti was to support the Haitian authorities in improving the functioning of state institutions "Strengthening the capacity of public officials in Management of Public Investments and Project Evaluation, is a source of security for private investment and for the increase of the economic growth."
