Haiti - FLASH : Heavy balance sheet of the bad weather associated to Joaquin
Saturday morning, the center of Joaquin Category 4 hurricane, was located about 270 km north-east of San Salvador, although Haiti is not affected directly by the strong major activities of the system, effects linked to its presence, especially its spiral band, should continue to influence the weather over much of the country including the regions in the west and north areas.

The latest weather recorded almost everywhere in Haiti in recent days have caused one death in Petit-Trou de Nippes and caused many damages. The situation report number 1 of the Civil Protection Directorate, as of Saturday, October 3 2:00 pm, reports among other numerous rivers in flood, flooding of hundreds of homes, ear 1,000 affected people, livestock losses, destruction of plantations, landslides, trees falls and damaged roads... The bulk of damage was caused by the flooding of many coastal communities by sea.

Because of the state of soil saturation observed over most of the country, the National Weather Center (CNM) in conjunction with the SPGRD, maintained the to notice for floods, landslides and mudslides, while asking the population in risk areas to take precautions and to apply the instructions related to these dangers.

Current situation and actions undertaken at the departmental level

ARTIBONITE
Bas-Artibonite

  • Partly cloudy skies, light winds, intermittent rain and rough seas.

Grande Saline

  • Flood of downtown, because of the penetration of the sea, still agitated;
  • Reluctance of the population to take shelter, despite repeated calls by the Acting Executive Officer and members of the municipal civil protection;
  • Opening of temporary shelter of Latapis to Poteneau, early ;
  • Falls of trees and banana trees because of the winds in Bois Neuf.

Haut-Artibonite

  • Flood of more than one hundred homes in coastal towns, especially in Gonaives (Raboteau and K-Soleil) and to Anse-Rouge (L'Etang and Coridon) after a high tide ;
  • Sea very rough Friday ;
  • Deployment of assessment teams on the ground Saturday.

NIPPES
Entire department

  • 354 affected families, of which 277 had their home flooded ;
  • Loss of 10 cattle and 1 equine.

Anse-à-veau

  • Devastation of banana and millet fields ;
  • Flood of down town ;
  • Accommodation of 90 evacuees ;

L’Azile

  • Several damaged road sections : Nan Paul, Nan Bannann, Changeux, Sanai, Tournade, la Saline ;
  • Accommodation of 7 evacuees to downtown.

Grand-Boucan

  • The wharf was severely damaged by waves.

Petit-Trou de Nippes

  • Capsize of a chaloupe Friday morning between Petit-Trou de Nippes and Grand Boucan, with two fishermen on board. One of them, a man in his thirties, drowned.

Petite-Rivière de Nippes

  • Sailboat coming from Pestel and carrying five passengers in difficulty to Boman between Gonâve and Petite Rivière de Nippes. Intervention required of the coastguard of the Haitian Navy. Contact lost with the crew on Friday. (Source : City Hall)

Plaisance

  • Several cases of landslides along the main roads in the 1st and 2nd sections.

NORD-WEST
Entire department

  • Rising coastal wave: Anse-à-Foleur, Port-de-Paix, Ile de la Tortue and Saint-Louis du Nord ;
  • Moderate flooding of the river of Trois-Rivières ;

  • Commercial and other activities paralyzed on almost all communes ;
  • Visit of places in some flooded neighborhoods [Town halls / civil protection] ;
  • Information of the population on developments.

Anse-à-Foleur

  • Household floods by the waves on the sides of downtown l’Anse-à-Foleur ;
  • Flooding of coastal areas (haut Fourneau, Djerilon, Nan Palan Detipodpe) by the waves.

Bassin Bleu

  • Strong winds in the hills especially third sectionHaut Moustiques

Port-de-Paix

  • Evacuation of occupants of houses flooded in neighborhoods Nan Palan and Djerilon ;
  • Activating two shelters : école Nationale Adophin Eugene and école Nationale Amelia Jean Baptiste to host about 200 evacuees ;
  • Mobilization of 12 volunteers of Civil Protection to accompany evacuees.

WEST
Entire department
  • Decrease in wave height in the communes of Léogâne and cabaret. The sea is a bit rough on the coast of Gonâve ;
  • Deployment of assessment teams on the ground.

    SOUTH

      Entire department
    • Gradual return of the sun when almost all communes have recorded weak to strong intermittent rain showers and light winds to strong, Friday, October 2 ;
    • Rivers began receding Cavaillon [Maniche], l’Acul du sud, Des Mornes [Chantal], Grègue [Saint-Jean du Sud], Port-à-Piment and Tiburon. The river of Anglais still raw ;
    • Banana gardens devastated by winds in Saint-Jean du Sud and to Tiburon.

    Aquin

    • Overflow gully Codas and d’Haïti ;
    • Flood of fifteen houses in the city center, where the water level has dropped Saturday morning ;

    • Evacuation by civil protection of two families, placed with relatives, due to start flooding in 44 Carrefour.

    Saint-Louis du Sud

    • Collapse of a house in Zanglais, 4th communal section, no casualties ;
    • Landslides cases recorded in four locations ;
    • Overflow gully Tèt Pak and Nan Kajou. Spill alluvium on National Road #2.

    GRAND'ANSE
    Dame Marie

    • The waves have dug a hole in the breakwater wall that protected a community of coastal flooding.

    Bonbon

    • The population of Bonbon is still without news of two fishermen out to sea since Wednesday.
