Haiti - Elections : Security measures and of improvement of the PNH 21/10/2015 11:31:09
Tuesday, at a press conference on the election of October 25, 2015, the Commissioner Frantz Lerebours, spokesman of the National Police of Haiti (PNH) explained that since last August 10, the joint electoral security cell, had taken note of all the criticisms brought against the actors of the practical organization of elections (CEP), against certain political parties and platforms involved in visor up in violence and against those responsible for election security (PNH and partners).
The analysis and synthesis of facts led to the conclusion that 202 of 1,508 voting centers were affected, including 35 due to irregularities without violence and 167 by various violence. These incidents resulted in the complete closure of 178 voting centers and the temporary closure of 23 of them and a center that could not be opened, these incidents have prevented more than 700,000 voters to exercise their right to vote in four most affected departments: Artibonite (22%), Grand Anse (18%) South East (16%) and West (15%).
From these findings, the electoral security cell tdistinguish the causes linked to security breaches and those related to the material organization of the elections and concluded that it was necessary to make a number of corrections tactical and operational, while maintaining the strategy of the first version of the electoral security plan. Thus it has been decided among other things :
- 10,000 police officers will be deployed, supported by 2,502 members of MINUSTAH (800 military 951 gendarmes and 751 policemen UNPOL);
- Improve the delays for staffing materials and travel expenses for reinforcements;
- Increase rolling stock (150 4x4 vehicles and 882 motorcycles distributed among 147communes) for better mobility of intervention;
- Reorganize the popularization of the description of tasks to be performed as close to the police officers deployed in the field;
- Strengthen the control tools and techniques to empower personal best;
- Engage more intensive awareness with PNH partners on the reduction of violence;
- Strengthen arming and prepositioning of static guards and motorcycles in the most at risk departments;
- Better articulate the distribution and retrieval of electoral materials with the United Nations Office for Project Support Services (UNOPS).
